- Description
- The Food and Drug Administration (FDA) believes that the threat of a bioterrorist attach necessitates a carefully designed and well-rehearsed response plan. In order to quickly mitigate the risks (and the perception of risks) that an identified bioterrorism event might evoke, the FDA seeks to test its emergency response capabilities as part of an ongoing effort to ensure the health and safety of the American public. The Office of Regulatory Affairs is tasked with developing and implementing the Agencys response policies for a bioterrorism event. The Division of Emergency and Investigational Operations (DEIO) will monitor bioterrorism related problems, triage complaints and alerts, issue assignments to the field, coordinate agency reposes and communicate with other federal agencies managing the bioterrorism emergency. This proposal for a bioterrorism exercise program is part of DEIOs effort to improve the existing bioterrorism response plan. If carried out, DEIO will consider the lessons learned from this exercise program when developing a more comprehensive guidance for both field and headquarters staff to use in the event of a bioterrorism incident. A purchase order shall be issued in accordance with the format in FAR 12 and FAR 13 as supplemented with the additional information included in this notice. The solicitation clauses and provisions are those in effect through Federal Acquisition Circular 97-27. The North American Classification System (NAICS) code is 5419. The following FAR clause shall apply to this solicitation: 52.212-1 Instructions to Offerors Commercial Items, 52.212-3 Offeror Representations and Certifications Commercial Items, 52.212-4 Contract Terms and Conditions Electronic Funds Transfer, and 52.212-5 Contract Terms and Conditions Required to Implement Statutes for Executive Orders Commercial Items. A Request for Quotation (RFQ) will be issued on or about August 15 and responses to the RFQ will be due August 31, 2001.
