Description
17. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The USDA, Forest Service, Region 3, Lincoln National Forest, located in Southern New Mexico, plans to award a Firm Fixed Price Commercial Service Contract for tree thinning on the Sacramento Ranger District. Contractor shall follow the standard specifications for TSI in addition to the Standard Fire Plan. Please submit a list of previous similar contracts, and names and phone numbers of people to contact for reference. Site visit will be scheduled on August 24, at 0900 at the Mayhill Admin site. Site visit requires ATV or horse. No contractors will be allowed to visit the site without an ATV or horse. Point of Contact for site visit will be Danny Waldon at 505-687-2452. Maps, standard specifications for TSI and Fire Plan can be obtained during the site visit. This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 97-27. All applicable New Mexico Gross Receipts Tax shall be included in your quote. Period of performance is 240 days after notice to proceed is issued. There will be one (1) line item only. The line item will be unit of issue job. (place bid amount here): 1 JB $________________Line Item #1: SPECIFICATION -- Rio Penasco Wildlife Opening Phase #1- DIVISION 100 GENERAL SPECIFICATION 110. SCOPE OF CONTRACT: The purpose of this contract is to secure service for thinning trees. Contractor shall designate the areas to create a mosaic opening to improve the vegetation of the project area. To accomplish this, it is necessary to thin a portion of the Pinon-Juniper woodlands to create fuel for a future burn. The contractor shall furnish all tools, equipment, safety equipment such as Hardhats, eye protection, chain saw chaps (Chain saw chaps shall have no rips or tears.) Materials, supplies, labor, supervision, workman's compensation, unemployment insurance, and transportation necessary to accomplish the thinning project. 120. LOCATIONS AND DESCRITION: Projection Location: The project area is located approximately 20 miles east of Cloudcroft, N.M. near Mayhill N.M. The legal description is as follows: T16 S., R. 14 E. Sec 24,25,35&36 and T16 S., R 15E., Sec 19&30. See Project Map for more information. 122. Descriptions: Project area boundary is flagged with yellow flagging. Elevation range from 6600 feet to 7400 feet slopes vary from 5 to 40 percent. 150. Salvageable Materials: None. 160. Motorized Equipment: Use of motorized equipment other than ATV (All Terrain Vehicle) and hand-held equipment such as power saws will not be permitted off designated roads in the project area without approval of the Contracting Office's Representative. DIVISION 200 TECHNICAL SPECIFICATION 210. Tree Cutting Specification: Thinning approximately 800 acres of dense pinion- juniper woodland with in a 1488- acre project area. Minimum of 160 Group Selection Cut with approximately 5 acres in size in a mosaic pattern. Distance between each group selection cut there should be a buffer approximately 100 to 200 feet apart, leave a buffer of 100 feet from exiting roads, and leave a buffer of 50 feet between drainages that are within the project area. Leave approximately 5 live trees to the acre by utilizing the largest tree or using Pinon greater than 14 inches D.R.C. or juniper greater than 18 inches D.R.C. Fall all trees away from the leave trees and retain all snags. Contractor will locate Group Selection in areas within Pinon and Juniper stands and applied mosaic openings in the sites and staying away from Ponderosa Pine stringers. Mosaic Openings must be at least 1200 feet long and 180 feet wide. Mosaic circle should be approximately 527 feet across and a square is 467 feet long and 467 feet wide. Felling cut trees shall be felled away from snags, uncut trees, unit boundaries, roads, telephone lines, established trails, fence lines and established land corners. Any trees falling on such areas shall be removed. No Cutting over 40% slope. 211. Selection of leave trees is the responsibility of the contractor. Leave trees will be selected generally by those of the height, largest crown, and straightest stems that are free of damage due to insects, disease, and physical mechanical causes. 215. Stump Height: Stump shall be cut as close to the ground as practicable and in no case to a height greater than eight inches above the ground on the high side. Stumps shall be cut to an angle of less than 30 degrees from the horizontal. Trees shall be completely severed from the stump. 220. Lopping & Slash: None. 222. Hand piling: None. 225. Bucking: None. 240. Protection and Improvement: Location of known historic or prehistoric sites, buildings, objects and properties related to American History, archaeology and culture, such as settler or Indian artifacts, protected by American Antiquities Act of 1906 (16 USC 4310433) National Historic Preservation Act of 1906 (16 USC 470) and Executive Order 11593 of 1971 are identified on the ground by white flagging and/or paint. The Forest Service may modify or cancel this contract to protect an area, object or antiquity artifact or similar object, which is or may be entitled to protection under these acts regardless of where the area, object or artifact is discovered or identified. Discovery of such areas or objects by either party shall be promptly reported to the other party. The above applies to known and/or found survey monuments as well. Wheeled or track-laying equipment shall not be operated within such areas except on roads. 310. Inspection Procedure: Inspection will be performed by F.S. personal by using a walk thru method. 320. Acceptance: Acceptance shall be made for each 50 acres thinned after completion inspection is completed and acceptance by C.O.R. The following clauses and provisions will be incorporated by reference for this solicitation; Provision at 52.212-1, Instructions to Offerors Commercial, Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition, Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, 52.222-6, Equal Opportunity and 52.222-41, Service Contract Act of 1965, wage decision 69-0115 (Rev. 28) is incorporated. Payment for the awardee will be by Electronic Funds Transfers. RFQ-R3-08-44-01 will be issued as a Request for Quotation. The RFQ due date is September 10, 2001 at 1600.
