- Numbered Note: 1 & 22 Please note that this requirement is subject to the availability of funds. The Department of Interior/GovWorks is seeking potential contractors on behalf of the United States Air Force Academy's 34th Operations Group, to design and provide a new interactive database to replace the current deteriorating systems. [NOTE: IF AFTER READING THE WORK REQUIREMENTS BELOW YOU ARE INTERESTED IN THIS SOLICITATION, CAREFULLY READ THE INSTRUCTIONS INCLUDED BELOW UNDER "HOW TO RESPOND".] Currently the 94th and 98th Flight Training Squadrons (FTS) are tracking aircraft flights, manifesting, testing and Flight Crew Information Files (FCIF) with separate Access 97 databases. These databases are deteriorating rapidly and there is growing concern the information stored will be lost. Requirements for the new database would include existing functions, the capability to expand and include more functions, and standardize all squadrons. Currently, USAFA is using Oracle and has a site license. Interface capability is needed with other USAFA databases (e.g., Cadet Administrative Management Information Systems (CAMIS)) to exchange information. It is imperative that the information currently stored in the Access 97 databases be imported into the new system without losing integrity of information. The 34th Operations Group conducts the airmanship training for the United States Air Force Academy. The squadrons and their individual portions of this training are as follows: 94th Flight Training Squadron Soaring Programs/Flying Team, 98th Flight Training Squadron -- Parachute Programs, 557th Flight Training Squadron -- Introductory Flight Training, 34th Operations Support Squadron -- Base Operations/Tower Operations/Weather. These organizations work together and interface with the 34th Training Wing for scheduling cadets to participate in several airmanship programs. Automation is a large part in the coordination and tracking of these programs. To further automate and integrate these operations will improve operations and reduce the time necessary for administrative tasks. This will allow 34th Operations Group to focus more on the airmanship mission and building leadership skills in our cadets. Recommend the required database be located in the 34 OG Headquarters Building and maintained by the contractor. It is necessary this database is separate from but capable to have access with the main USAFA server, so as to be unaffected by network domain, e-mail, and printer handling requests. This database must remain operational during USAFA network outages with the capability of interfacing and updating information after any outages. The work is to be performed by specific tasks. Subtask 1: Contractor will develop security for the entire system, bottom up building the foundation for this and other applications that will be migrated; develop centralized user management sub system; develop security profile management; develop security modules to include in sub applications; develop SSL or other security measures to protect personal data; develop audit log of tracked security transactions; develop key user notification for certain tracked security transactions; develop security audit report; develop security user profile report; setup oracle security profiles/roles and incorporate web-centric capabilities wherever possible for every function. Each area needs query capabilities to generate reports for each area. Subtask 2: Contractor will design and develop software to track personnel (94th FTS, 98th FTS, 557th FTS, 34 OG, and Cadets enrolled in the Airmanship Programs). This is a non-conclusive list of items to track. The database must have the capability to add items as needed, and archive the names of people who leave USAFA. Subtask 3: Contractor will design and develop software to track aircraft and parachute inventory. This is a non-conclusive list of items to track. The database must have the capability to add items as needed. Subtask 4: Contractor will design and develop color-coded system to track aircraft using touch screen technology. Touch screens need to be available in Skytrain and Local Control Tower, to track and input status of aircraft flight pertinent to each tower. Base Operations needs to have access to information concerning fight line activity. They also need access to update and relate information to the towers, SOF and Drop Zone Control Officer (DZCO). Must tie into 94th FTS or the "logger box" for input of crew information (e.g. who is flying aircraft and what their profile is). Monitor is needed at the SOF Position, and DZCO, so they can monitor the fight activity pertinent to their operations. Subtask 5: Contractor will design and implement webcentric software to track flying schedules for assigned, attached and cadet pilots and jumpers. The schedule needs to track dates and times of scheduled sorties, and available aircraft. The schedule needs to be available at both the Academy, and Peterson AFB where many flights originate. By making this webcentric, with password protection, it would simplify the process. The current system using a dial-up network and has not been effective because the databases are not compatible. This hinders the pilots of the sorties that originate from Peterson from logging into or out of the database to start or close their daily mission. The scheduling portion of the database needs to include access to airfield status, weather information, and other information as needed prior to flight. Subtask 6: Contractor will design and implement software to track Airmanship Courses. The database needs to track course scheduling (in conjunction with CAMIS). Once students are scheduled for the course, the database needs to track the status of each student as they proceed through the course and have archive and query capability. Subtask 7: Contractor will design and develop interface with the Aircraft Maintenance Contractor, to include the ability to retrieve flying schedules for each aircraft and ability to input scheduled maintenance times into the schedule, the ability to maintain a history of flight times and sorties for all sailplanes for scheduling recurring inspections, and the ability to tap into the control towers to know real time location of each aircraft (i.e., current in-flight location, take-off/landing time) this information will expedite ground operations. Subtask 8: Contractor will design and develop interface with 34 OSS/OSAA Airfield Management (Base Operations) to track, query, provide reports, archive and disseminate information with webcentric technology, as well as telephonically. Base Operations is required to monitor per AFI 13-213, 34 OG OI 13-2 and 34 OSS/OSAA AMOI 13-213 Bird Aircraft Strike Hazard Information (BASH). They also need the capability to upgrade, downgrade and disseminate this information in a real time format as well as being able to track the BASH trends. Base Operations is required per AFI 13-213 and 34 OSS/OSAA AMOI 13-213 to monitor and disseminate Airfield Advisories to the Squadrons, Towers, and Aircrew personnel. Base Operations is required to monitor per AFI 13-213, 34 OG OI 13-2 and 34 OSS/OSAA AMOI 13-213 track, monitor and record squadron operating status to inform Command personnel of squadron operations. Base Operations requires the ability to track this information in real time and archive capability as well. Base Operations is required per AFI 13-213, 34 OG OI 13-2 and 34 OSS/OSAA AMOI 13-213 to monitor, disseminate and archive Airfield Notice to Airman (NOTAM). This information consists of Safety Conditions on the airfield and is disseminated to Air Traffic Control and Base Flying Organizations. Currently this information is transmitted via telephone. Having it included in a real time webcentric format will greatly reduce the confusion and dissemination time. Subtask 9: Contractor will design and develop a testing database for required Open and Closed Book tests. This database will be available to the entire squadron to access on-line tests and updated by 34 Operations Group Stan/Eval Office. This portion of the database will contain all the Master Question File (MQF) and will generate random tests from the MQF based on Mission Design Series (MDS) and qualification level. The database will track the questions and when they were last modified, it will notify Stan/Eval when they are due to be updated. The results of these tests will be accessible through the personnel tracking section of this database as well as through queries. Results to include pass/fail and questions missed, will be tracked and archived to record trend data. Subtask 10: Contractor will design and develop a Go No-go database to interface with Section 2. This area is used as a means for communicating safety of flight and time critical information issues. This portion of the database should track if the items have been read by personnel prior to flight and if they have not updated these items have been read their name should be flagged to prevent them from being assigned to fly until it is accomplished. The interface would be a block on the plane checkout screen. When the block is activated it should show all the current FCIFs applicable to the mission to be undertaken. Once the individual has indicated these items have been read there should be a yes/no block with date read available to sign off. The information that goes into show the current FCIFs should be controlled and updated by 34 OG/OGV. Subtask 11: Contractor will coordinate with 94th and 98th squadron personnel to ensure all necessary aspects of the current Access database have been included into the design of the OG Database. A site visit may be necessary prior to commencement of work.
