- Description
- The National Weather Service (NWS), has a requirement for three (3) GOES GEAR satellite ingest systems for the Aviation Weather Center (AWC) in Kansas City, MO. These ingest systems will ingest data from the Geostationary Operational Environmental Satellites (GOES) series of weather satellites. The current AWC GOES ingest systems are antiquated and cannot be maintained. The replacement ingest systems are to interface with existing GOES antenna and receive electronics with existing processing and display computers. The vendor shall provide all necessary hardware and software for two (2) operational GOES-GEAR ingest systems and one (1) spare system. The ingest systems hardware and software must be Commercial-off-the shelf (COTS) systems that will accommodate the current GOES-8,10 satellites as well as future GOES-M/N/O/P series of satellites. The hardware shall include bit syncs, ingest computers, and quick look display systems showing what is being ingested. The software shall take the GEAR data stream (as specified in the NESDIS document "GVAR Transmission Format, Section 3.0 of GOES OGE Interface Specification, RDL-504-02" and convert it into digital data stored in the AREA format as specified in http://www.ssec.wisc.edu/mug/misc_doc/area2.html. In addition to the ingest systems, the vendor will provide one (1) year of hardware/software maintenance with the systems, and provide opportunities for software/hardware maintenance for at least five (5) years after the receipt of the contract. The vendor will provide two (2) complete manuals for operations and maintenance. The ingest systems shall be capable of ingesting all imager and sounder channels in the GOES- GVAR data stream and large portions of the globe at multiple simultaneous resolutions for multiple sectors. It must provide data to the users while the satellite is still scanning. The full dynamic range of the data shall be made available to the user. The ingest system shall provide storage for at least five (5) time periods of the maximum size possible of the data ingest for all possible combinations of different bands and resolutions. It shall communicate to users over a 10/100Mbit Ethernet network using the TCP/IP protocols. The users must be able to access the data using the Abstract Data Distribution Environment (ADDE) (described in http://www.ssec.wisc.edu/mug/prog_man/ and http://www.ssec.wisc.edu/mug/learn_guide/7.7/adde.html). The ingest systems shall have a quick look display system that display a representative sample of the data being ingested. The quick look system must show current ingested data without continual human intervention by an operator. The manuals shall describe the theory of operations, all setup functions necessary to operate the systems, any routine procedures needed by the systems and trouble shooting procedures. All interested parties may request a Request for Quotation No. NWNWX6000100011PY in writing within fifteen (15) days after publication of this notice. NAICS code 514191 is applicable.
