- Description
- This acquisition is for Commercially off the shelf Information technology System. The U.S. Coast Guard (USCG), Maintenance and Logistics Command Pacific (MLCP), Alameda, is acquiring a Ports and Waterway Information Exchange System (PAWIE). The system is for USCG District 14?s Ports of Barbers Point, Oahu, and Honolulu Hawaii. The acquisition is being done under Simplified Acquisition Procedures (SAP) Test Program Federal Acquisition Regulation (FAR) Part 13.5. The web site will serve to collect, automate, analyze and disseminate near real-time information on all activities. Many of these functions will require controlled access to users. Functional management fields will include: 1. Automated Advanced Notice of Vessel Arrivals: Enable users to augment vessel schedules with information required to satisfy government and industry advance arrival reporting requirements, and to automatically transmit this info via fax, e-mail, and on screen notification. 2. Bulletin Boards. User defined electronic messaging fields.=20 3. Glossary of basic Port Information for each port: to include port descriptions & history, port statistics and trends for waterborne commerce and vessel traffic activity, Marine Transportation System description, as well as local regulations pertaining to port entry, berthing, anchoring or mooring. 4. Interactive Port Mapping. Vector charts with channels, navigational aids, anchorages, berths, and vessel location. Hyperlink access to schedules, status, vessels, berths, facilities, and waterway particulars.=20 5. Marine Event Permitting System. Automate the application, review, approval and processing of roughly 400 permits yearly. 6. Marine Facility Characteristics / Information Database: Facility database with certain but minimal facility characteristics such as facility name, location, contact number, berth status, berth characteristics, photos and a web site link.=20 7. Maritime Industry Directory. Provide a maritime industry directory for the roughly 40 businesses in the greater Hawaii maritime community.. 8. On-line, Ad Hoc Reports. Structured query generation, dynamic update, and printing of vessel and berth forecasts, schedules, status, logs, and statistics.=20 9. Port Activity Video Monitoring. Plans in motion to have three cameras installed in the Port of Honolulu and Barbers Point. Require the deployment of Web-based cameras and wireless technology. 10. Service Vessel Schedules and Status for vessels such as tugs, tank barges and mobile tank trucks for bunkering waterside & shore side, harbor pilot, etc. 11. Vessel Characteristics / Information Database: Enables users to enter, update and display certain vessel particulars and operational information such as vessel name, flag, id, call sign, type, size, draft, crew, cargo type, cargo quantity, digital vessel photo, etc). =20 12. User Management Capabilities and User Account Administration: Provides the functionality of enabling anyone visiting the public portion of the Web site to request user account accesses to non-public portions of system. It also enables the system administrator(s) to add, modify, and delete user accounts and manage user to all system capabilities. The period of performance is 1 October 2001 through 29 March 2002, with a one-year option period for maintenance. The Government will award a contract to a responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, past performance and price considered. This solicitation is 100% unrestricted. The North American Industry Classification Code is 541511 (Computing Programming Services) with a size standard of $18 million.=20 Any correspondence concerning this acquisition shall reference Request for Proposal (RFP) Number DTCG89-01-R-691167. The solicitation, and any subsequent amendments, will be available electronically by accessing http://www.eps.gov/ on or about August 13, 2001.
