- This is a combined/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Request for Quotations are being requested and a written solicitation will not be issued. Solicitation number F7344192120200 is a Request for Quotation. This solicitation document and incorporated provisions are those in affect through the Federal Acquisition Circular 97-27. This procurement is 100% set-aside for small business concerns. The North American Industry Classification System Code is (561110). The small business size standard is $5 million. The basic contract period is 1 Oct 01 ? 30 Sep 02 with four option years. The offeror shall provide as a response to this solicitation: (1) a resume detailing relevant training and experience; (2) a list of at least two recent references; and (3) a complete price list (Attachment 1), and (4) a completed clause 52.212-3. Proposals may be submitted in hard copy or electronically, either through e-mail, fax, or mail. Regardless of method of delivery, it is the offeror?s responsibility to ensure receipt of the proposal by the time and date stated herein. GENERAL SCOPE OF WORK: Section I. Services Provided: The Publicity/Computer Specialist will: a. Provide publicity services to the Family Support Center (FSC) to publicize a full range of relocation, transition and employment assistance; and volunteer, financial, and family life information and services to military personnel, their families and other customers who are seeking assistance at the FSC. b. Contractor will use computer equipment to layout, format, and produce original copy of advertising materials to promote awareness of services and use of the FSC. Those materials will include, but not be limited to: a quarterly FSC program brochure, a monthly ?Heartline? and "Homeline," promotional brochures/flyers for each program area, FSC monthly calendar of programs (e-mailed to customers, and base newspaper and bulletin) and at least one monthly article for the base newspaper. c. Within 60 days of starting the contract the contractor will establish a written plan, in coordination with the Chief of Programs (COP), for publicizing programs and services at the FSC. Plan will include, but not be limited to: procedures for staff to submit their publicity requests, distribution process, and the method in which the publicity will be measured for effectiveness. Contractor will also provide feedback to program managers as to when and how the programs or services were publicized. The plan will be reviewed quarterly and updated if necessary. d. Monthly, contractor will coordinate with the COP and functional program mangers of each area. Advertising FSC services can be done by flyer, short articles, bulletin notices, marquee announcements, Home Page, etc. e. The contractor will continuously seek to improve the methods of reaching our target population. Initially this will be accomplished by the creation and maintenance of an FSC web page, located on the Charleston AFB web page. It will contain specific program information along with POCs for each of the FSC's program areas. Coordinate information and maintain FSC KIOSK?s. f. Will attend weekly staff meetings for program planning coordination. Prior to release of any publicity material, contractor must coordinate for release authority through the COP or FSC Director. g. Develop programs for tracking or compiling accountability statistics for the Center. Develop charts, logs, and statistical summaries as needed to accomplish the job. h. Prepare any other printed materials, including the community resources guide and any special flyer or program, as needed or required. i. Contractor may also be required to attend FSC seminars and workshops to learn more about the services offered by the Center, and to evaluate and make recommendations on how to better support those services through enhanced computer hardware or software presentations. Assists program managers in developing or personally creating those presentations. j. Contractor will also provide services to aid in the maintenance of the Center?s computers, to include advising on appropriate software and hardware needed by the FSC, and generating appropriate forms for orders. Contractor will also work with the FSC Superintendent to keep administrative computers functioning in an efficient manner, debugging them when problems occur and installing any new computers or support equipment purchased. May also be required to research and identify upgrades to all equipment as necessary, to develop system programs to support special devices or conditions not normally provided by vendors; to evaluate and adjust space allocation and system usage; to install/modify software packages, utility programs/methods and assist with its maintenance; to develop, implement, troubleshoot and support communication interfaces to the base network, other computers, and peripherals attached to computers. When required will assist users (staff and clients) with any computer related problems. Establish and maintain an inventory of all software and peripherals. Assists Workgroup Manager with establishing and maintaining a written tracking system for computer problems, status, and resultant action, to include compliance with all Air Force Computer Emergency Response Team Directives (AFCERT's). The contractor will also have a working knowledge of HTML and web design, and be able to create and maintain/update the FSC web page. A working knowledge of networking to include Transmission Control Protocol (TCP) and Internet Protocol (IP) is also desirable. l. Troubleshoot, research, and work with vendors for solution/resolution of problems. Assist with warranty return authorizations. Any and all computer software or hardware malfunctions or abuse will be documented and reported immediately to the Superintendent. m. Train staff in the use of all computer software programs, support equipment, and any other computer related equipment. Serve as the resident ?impromptu? instructor for all computer related needs. Works with individual staff members to assist in development of software or hardware applications for program materials for presentations. n. Assists Workgroup Manager with coordinating LAN and any other required support with the Communication Squadron. o. When needed, assist with customer service in the Discovery Center. Be familiar with cataloging system for print and video materials in the Discovery Center, and be able to assist clients in locating and selecting appropriate resource materials based on their needs. p. When needed, answer telephones, take referral message for other staff members, answer inquiries, and schedule clients for program managers. Section II. Physical Security: The contractor shall be responsible for safeguarding all Government property provided for contractor use. At the close of each work period, government facilities, equipment facilities, equipment, and materials shall be secured. a. Key Control: When issued building keys, the contractor shall ensure that all keys issued by the Government are not lost, duplicated or used by unauthorized personnel. The contractor shall report the loss or duplication of keys to the contracting officer. Keys will be returned to the FSC Superintendent at contract close out. b. Contractor will safeguard facility and equipment in accordance with FSC procedures. Section III. Controls over work: a. Provide reports to the Superintendent, Chief of Programs or Director as required by established procedures or when requested by them. b. Five sessions of services will be delivered Monday through Friday of each week, for a total of 40 working hours per week. Contractor will also provide adequate notice for projected leave. c. Contractor will have pay vouchers signed by the Superintendent or Director. Section IV. Other Significant Factors /Qualifications: Contractor must have a background in, and working knowledge of: a. Must be proficient or be willing to become proficient in the following: Windows NT, 2000/98, & 95, Norton Anti-Virus Utilities, Microsoft Office 2000 & 97, Word, PowerPoint, Publisher, Excel, Access, Outlook, Internet Explorer 5.0 or higher, Corel Suite 9: Photo-Paint 9, Draw 9,Corel Flow 2.0, LivePix 2.0, Printshop Ensemble III, Hallmark Connections, Calendar Creator 2.0, Picture Prep, QuarkXPress (Desktop Publishing),Visual Basic 4.0 or higher, Adobe Acrobat Reader, Jetform FormFlow, WinZip, Palm Desktop Software, OmniPage Pro (Scanner Software), Poledit (Windows Registry Editor Software Program). b. The contractor should be capable of installing, upgrading, troubleshooting, and assisting staff or customers with the following programs: Internet Explorer, EZ-DOT (Dictionary of Occupational Titles), Quick & Easy OF 612 & SF 171, Cambridge Career Counseling, E-Neighborhood, Federal Occupational and Career Information System (FOCIS), How to Create a Business Plan, Job Power Source, Microsoft Office 2000 & 97 (to include Word, Excel, Publisher & PowerPoint), Occupational Outlook, Winway Resume Writer, S.C. Occupational Information System (SCOIS),Word Perfect, Scholarship Resource Network (SRN), Myers Briggs Type Indicator and Strong Interest Inventory, Rand McNally TripMaker & Street Finder Deluxe New Millenium & Compton's World Atlas What Color is your Parachute? c. Experience and a working knowledge of the following also required: Multimedia computer systems, Laser & Ink Jet Printers, Projection Systems (portable and static systems), Wireless mouse, Read/Writable CDROM's, TCP/IP Protocols and Networking, Scanners, Palm Pilots and Digital Cameras. d. Basic understanding of military protocol, social service organizations, public affairs, ability to communicate, compose and write articles, understanding of family systems in a military setting, and the ability to work effectively with diverse groups. e. Contractor must have an understanding of the military lifestyle and their needs. f. Background in artistic design and/or computer aided design or desktop publishing. Section V.
