Description
On behalf of the Office of the Deputy Assistant Secretary of the Army (Environment, Safety and Occupational Health), the executive agency for the National Defense Center for Environmental Excellence (NDCEE) program sponsored through the office of the Deputy Under Secretary of Defense (Environmental Security), and in accordance with FAR 6.302-1, the Defense Supply Service Washington intends to award a sole source commercial contract to Witten Technologies, Inc. Background and Problem description: Many military installations have utility systems buried underground. The original systems date back to the 1800s. As the installations have grown and been modernized, many of the drawings have not been updated. In addition, many of the original drawings are either unreadable or have been lost. Many of these underground systems are piping systems for heating fuel, motor vehicle and aviation fuel. This potential leaking could cause major environmental damage and cost millions of dollars to the Government. The requirement is for identifying underground utility systems on military installations. Computer Aided Radar Tomography (CART), which is a proprietary procedure of Witten Technologies, Inc, has demonstrated its ability to locate underground utility systems in urban settings. The anticipated performance period for this commercial requirement is from the award date to the following 268 days. The resultant contract will be a firm fixed price. There is NO solicitation document. This notice is not a request for proposals. The Government shall not be liable for, or suffer any consequential damages for any technical information identified (e.g., limited and/or restricted rights). Capability statements must be received by this office within 10 days from publication of this notice. A determination, by the Government not to compete this proposed contract, based upon responses to this notice is solely within the discretion of the Government. Award is anticipated o/a 3 September 2001.
