NASA/KSC plans to issue a Request for Quotation (RFQ) for 3Dipsos Software Version 2.4: Core Module (2COR-23C-03US_0), Qty 1 each; Engineering Module (2ENG-23C-US_0), Qty 1 each; Inage Module (2IMA-23C-US_0), Qty 1 each; Mesh Module (2MES-23C-US_0), Qty 1 each; Software Maintenance, Qty 1 year. The required delivery is is 8/30/01 with maintenance to begin on date of receipt for a period of one year. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/KSC intends to purchase the items from Mensi, Inc. 35 Technology Parkway South Suite 170, Norcross, GA 30092, on a sole source basis. The items required are available only from the original source as this is a follow on contract for highly specialized software for the 3D computer models from point clouds generated with the Mensi 3D Laser Scanner owned by the Scientific Visualization Lab for the Engineering and Scientific Division at KSC, and no other supplies or services will satisfy agency requirements in accordance to 10 U.S.C. 2304 (c) as implemented by FAR 6.302-1. This acquisition will provide another seat of 3Dipsos. The workload using 3Dipsos has grown and now requires a second seat at Kennedy Space Center (KSC). The government intends to acquire a commercial item using FAR Part 12. Interested firms having the capabilities necessary to meet or exceed the stated requirements are requested to submit in writing to the identified point of contact, the appropriate documentation, literature, brochures, and references. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the time stated below, with or without the required information, will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
