Description
NASA/LaRC plans to issue a Request for Quotation (RFQ) for the integration of NASA owned Honeywell flight hardware into the NASA LaRC Systems and Airframe Failure Emulation Testing and Integration (SAFETI) Laboratory. Under this proposed procurement, Honeywell shall (1) license to NASA LaRC the Validation Facility (VALFAC) Common Test Environment (VCTE) software [The VCTE is the common software package that runs in most of Honeywell's VALFAC facilities.]; (2) develop an I/O software interface between the VCTE and NASA's I/O system; (3) modify the VCTE so that it operates with NASA's I/O system in the SAFETI Lab; (4) test the modified VCTE to ensure compliance with the interface requirements in the SAFETI Lab; (5) provide the simulation environment for running six degree-of-freedom aircraft models; (6) provide training on the VCTE software and provide technical support for the VCTE software to assist NASA in integrating VCTE into the SAFETI Lab. The requirement includes 3 1-year option periods for the software license and technical support. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Honeywell International, Inc, who is the only responsible source and no other supplies or services will satisfy Agency requirements. Because of the involvement of this proprietary hardware in the Flight Critical Systems Design & Validation sub-element of the Aviation Safety, Honeywell International Inc is uniquely qualified to provide software and technical support for this hardware for continued use as a testbed in this research. No other source can provide the software and technical support for this hardware because of its proprietary specifications. Utilizing another source would require replacement of the Lab's existing hardware. This could not be done without substantial duplication of time and money, which is not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 24, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
