Description
The National Oceanic and Atmospheric Administration (NOAA) Aeronomy Laboratory (AL) intends to negotiate on a sole source basis with Aerodyne Research, Inc., Billerica, MA 01821, for an Aerosol Mass Spectrometer (AMS). The AMS instrument analyzes particle chemical components via thermal vaporization and electron impact ionization, thereby providing quantitative detection using standard mass spectral techniques. The AMS method quantitatively detects sulfite, nitrate, and organic components in particles greater than 0.05 microns in aerodynamic diameter. These methods are needed to quantify particle composition in field studies and to assess aerosol uptake and growth processes in laboratory experiments. The combination of quantitative size and chemical analysis of sub-micron aerosol mass loading (extending down to 0.05 microns diameter particles) makes the Aerodyne AMS unique. The AMS is the only commercially available particle mass spectrometer that can investigate particle processes independently, because the particle transmission efficiency for the AMS is 100 percent for particles with aerodynamic diameters between 0.06 microns and 0.6 microns. This is critical for the investigation of the composition and distribution of aerosols in the atmosphere. The AMS instrument is intended to fly aboard one of the NOAA mid-size aircraft. Given the current suite of chemical instrumentation that is required for the studies that are planned for this aircraft; weight, size, and power requirements must be acceptable for operating within the space limitations of the aircraft. There is no bid package available. The Government intends to negotiate, on a sole source basis, with Aerodyne Research Inc., Billerica, MA. This notice may represent the only official notice of a solicitation. See Note 22 except 45 days is changed to 30 days.
