Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation R1-04-01-72 is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The clauses and provisions referenced in this solicitation can be found in full text form at http://www.arnet.gov/far. This is a total small business set-aside and the small business size standard is 750 employees. The North American Industry Classification Code is 334220. A quotation is requested for upgrading the existing dispatch console system located at the Coeur d?Alene Dispatch Center. The existing system consists of an AVTEC ACCESS ?touch screen? analog system supporting five (5) dispatch console positions, 20 ports of remote telephone and two-way radio console and repeater controls, redundant processing units, local and remote maintenance of system, and usual accessories of desk microphones, foot switches, two and four wire audio, EIA/TIA function tones, multi-tone paging, DTMF, E&M keying, cross-muting, etc. The intent is to upgrade the existing system to AVTEC DSPatch ?touch screen? digital system, or equivalent, by upgrading hardware and software to provide the same level of operation as described above, plus immediately provide three (3) additional dispatch console positions, and 56 ports of remote two-way radio console and repeater controls. Interfacing audio recording equipment into dispatch console system for all operator positions and channels is also required. Required delivery of equipment no later than October 1, 2001: to Coeur d?Alene Dispatch, 11403 Airport Drive, Hayden, ID 83835, ATTN: David Muncey. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The contract award will be made to the best value offered to the Government, considering technical specifications and price. Offerors will include with their offer a completed copy of the provision 52.212-3, Offeror Representations and Certifications Commercial Items. The clauses 52.212-4, Contract Terms and Conditions Commercial Items, and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items, apply to this acquisition. Offerors are requested to submit a technical and price proposal. The technical proposal at a minimum shall include technical approach to upgrade and equipment to be added and/or upgraded, including spare parts.
