Description
The USDA, Agricultural Research Service (ARS), Midwest Area, requires a HEGE (Brand Name or Equal) Forage Plot Harvester with Row Independent Maize Chopper and accessories, or its equivalent, to be furnished and delivered (F.O.B. Destination) to the U.S. Dairy Forage Research Center Farm Facilities, Hwy 78, Prairie du Sac, WI 53578. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 101-DFRC-003 is being issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The solicitation is 100% set-aside for small businesses. NACIS Code 333111 with a corresponding size standard of 500 employees applies to qualify as a small business. Forage plot harvester with row independent maize chopper including all hardware and accessories in accordance with the terms, conditions, and specifications contained in this document. ITEM: HEGE 212 Forage Plot Harvester (Brand Name or Equal) with track width 1.50 m equipped with air-cooled Deutz-Turbo diesel engine 72 HP. Also includes the following: 1. Hydraulic drive via wheel hub motors with stepless speed variation 0-16 km/h; 2. Multi-function control lever to regulate the driving speed, operate the reel and cutting section, and emptying the weighing container; 3. Stop & go foot pedal to stop and to continue on same driving speed when harvesting; 4. Spring mounted driver's seat with armrest at side; 5. Hydraulic equipment for lifting and lowering the cutting section, reel and steering; 6. Hydraulic drive of double-knife with adjustable knife speed; 7. Hydraulic drive of 4-arm-pick-up reel with adjustable speed control 0-60 rpm; 8. Hydraulic, wear-free drive of all conveyor belts; 9. track width of 1.50; 10. Electronic precision scale consisting of three load cells, an operation and programming terminal with digital read out and a printer for automatic listing of the weighing results; 11. cutting section, cutting width 1,50 m with ESM double-knife; 12. Row dividers (left and right side); 13. weighing bucket with 1,400 liter or larger capacity; 14. Row independent maize (corn) chopper by Kemper/Champion (or equivalent), cutting width 1.27 m; 15. Driving wheels 29 x 12.50 x 15; 16. Driving wheels 10.0/75 x 15.3 wide; 17. HarvestMaster Weighing System: Harvest Data System w/448k Fieldbook and HM-400-2 Weight System; 18. Field printer; 19. Load Cell -500 #; 20. Load Cells-300 # (Qty 2); 21. HM-420BF System Breakout Box includes signal filter. This equipment will be used for harvesting cropping-systems trials conducted by scientists at the Dairy Forage Research Center. DELIVERY: The equipment, all required documentation and training shall be delivered (F.O.B. Destination) to the USDA, ARS, Dairy Forage Research Center Farm Facilities, Prairie du Sac, Wisconsin. Delivery of all equipment and the Operations and Maintenance documentation shall be made within 4 weeks after receipt of the purchase order, and shall be delivered within the hours of 8:00 a.m. to 4:30 p.m., Monday through Friday, excl. Federal holidays. Contractor-if this is not a realistic date please make note in your quote of a realistic date of delivery. Training shall be completed during early spring of 2002. Prices should reflect that they are FOB Destination and price will include everything identified above. Destination is the USDA, ARS, Dairy Forage Research Center Farm Facilities, Prairie du Sac, WI 53578, Attn: Lee Massingill. The Contracting Officer or the Contracting Officer's duly authorized representative will inspect and accept the equipment and/or services to be provided under this contract. Inspection and acceptance will be performed at USDA, ARS, Dairy Forage Research Center Farm Facilities, S8822 State Road Hwy 78, Prairie du Sac, WI 53578. The invoice shall be submitted in an original and mailed to the Contract Officer located at USDA, REE, ARS, 1815 N. University Street, Peoria, IL 61604.
