Description
The USDA, Agricultural Research Service (ARS), Midwest Area, requires a NUHN (Brand Name or Equal) 1500 U.S. Gallon Research Grade Liquid Manure Spreader (tractor-pulled) and Application Accessories, or its equivalent, to be furnished and delivered (F.O.B. Destination) to the U.S. Dairy Forage Research Center Farm Facilities, Hwy 78, Prairie du Sac, WI 53578. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 101-DFRC-004 is being issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The solicitation is 100% set-aside for small businesses. NACIS Code 333111 with a corresponding size standard of 500 employees applies to qualify as a small business. Research Grade Liquid Manure Spreader (tractor pulled) including all hardware and accessories in accordance with the terms, conditions, and specifications contained in this document. ITEM: The Nuhn 1500 U.S. Gallon Research Grade Liquid Manure Spreader (Brand Name or Equal) includes the following: 1. Tractor-pulled liquid (slurred) manure spreader; 2. Tank Capacity: minimum 1500 gallon, maximum 2000 gallons; 3. Single turf tires; 4. Spread System with in-tank mixing and volume control; 5. Access door 6. Calibrated sight tube; 7. Full frame and hitch for attachments; 8. Electronic Controlled Spread Rate includes sensors, controller, valving, ground speed indicator so spray rate is adjusted for changes in RPM's and ground speed to maximize application accuracy. ATTACHMENTS: Hardware and accessories for electronic control which includes hardware for spread attachments. The application accessories include at a minimum the following: 1. Drop hose system to ground -- fully adjustable; 2. Surface splash plates; 3. Shoe applicator; 4. Row Crop 30" 4 row with discs; 5. Seven (7) tooth blanket-type injector. OPTIONS: 1. Manifold with power distribution of manure to applicators; 2. Manure cutter to chop bedding and homogenize manure prior to tank entry; 3. Adjustable axel allowing 30-36 inch row spread (90" to 72" track). Please provide pricing and product literature for any additional application accessories for future expansion of the system. The "research grade" type spreader is described as equipment that administers a constant and consistent application rate of the manure and is electronically controlled by a sensor which restricts the flow rate of the slurry mixture and consequently results in an even application of the slurry mixture. The small tank size (1500 gallons) is required for maneuvering within small plots. The system shall also allow for expansion of the application attachments and/or fittings (i.e. boom applicators, tooth injectors, etc.). This application technology will allow flexibility in accommodating different attachments in order to compare the application techniques using the same spreader. The "research grade" type spreader is described as equipment that administers a constant and consistent application rate of the slurried manure, which is electronically controlled for disbursement. A firm need not submit an offer if the equipment's spread rate is based only on tractor speed, rpm's and application regulator valves. This equipment will be used for research on improving the nutrient use efficiency of manure amended cropping systems. DELIVERY: The equipment, all required documentation and training shall be delivered (F.O.B. Destination) to the USDA, ARS, Dairy Forage Research Center Farm Facilities, Prairie du Sac, Wisconsin. Delivery of all equipment and the Operations and Maintenance documentation shall be made within 8 weeks after receipt of the purchase order, and shall be delivered within the hours of 8:00 a.m. to 4:30 p.m., Monday through Friday, excl. Federal holidays. Contractor-if this is not a realistic date please make note in your quote of a realistic date of delivery. Training shall be completed during the Spring 2002. Prices should reflect that they are FOB Destination and price will include everything identified above. Destination is the USDA, ARS, Dairy Forage Research Center Farm Facilities, Prairie du Sac, WI 53578, Attn: Lee Massingill. The Contracting Officer or the Contracting Officer's duly authorized representative will inspect and accept the equipment and/or services to be provided under this contract. Inspection and acceptance will be performed at USDA, ARS, Dairy Forage Research Center Farm Facilities, S8822 State Road Hwy 78, Prairie du Sac, WI 53578. The invoice shall be submitted in an original and mailed to the Contract Officer located at USDA, ARS, Dairy Forage Research Center, 1925 Linden Drive West, Madison, WI 53706.
