- Subject: 15- The US Army Research Laboratory owns the residue of eleven (11) T-28 Navy training airplanes. The purpose of the Invitation for Bids (IFB) is to exchange these assets, as-is, for a minimum of one (1) structurally capable Mi-24/25 Russian designed helicopter (the primary article) and one spare set of rotor blades. The primary article must contain all systems and components necessary to start the engine and produce sustained full-power performance in a tied-down condition while it is supported on the landing gear and constrained at the airframe transmission mounts. The Invitation for Bids (IFB) will identify point values for secondary articles (additional Mi-24/25 helicopters) based on their condition and structural capability. The responsible source bidding an acceptable primary article and spare blade set, and the highest total point value of secondary article(s) will become the apparently successful bidder. Following Bid Opening, but prior to award, the apparently successful bidder will be allowed 90 days to bring the primary article, spare rotor blade set and secondary article(s) into the continental United States, at a CONUS location other than Aberdeen Proving Ground. All items will be swept for abnormal radiation (defined in the IFB) and inspected for conformance to the bid. Following successful completion of this step, a contract will be offered for signature. Following contract award, the contractor will be allowed to deliver the primary article, spare rotor blade set and secondary article(s) to Aberdeen Proving Ground. After delivery, the contractor will be authorized to remove the T28 residue. This proposed transaction is an exchange of assets. The Government will not consider offers to buy Russian helicopters, or to sell the Government-owned airplanes. No funds will be included in this transaction. A site inspection of the Government assets will be offered following release of the IFB. The Invitation For Bids will be available at w3.arl.army.mil/contracts/kosol.htm. It is estimated that the IFB will be available at that location on or about 27 August 2001. In order to maintain an accurate list of potential bidders, please email the Contract Specialist (jmcveigh@arl.army.mil) with notification that a copy was obtained via the website listed above, or mail a request (if email is not available) to the address above to receive a hard copy of the IFB.
