Background " 17. To implement Air Force Automated Civil Engineering System (ACES) Software including installation of software and training on use of software will be performed at Air Force Plant 42 Sites 3 & 4, a government owned, contractor operated (GOCO) plant operated by Northrop Grumman, Air Combat Systems, Integrated Systems Sector, 3520 East Avenue M Palmdale CA 93550. ACEs will be used for reporting real property records to the Air Force under the conditions of the existing lease, F33657-00-L-2054.
