Description

Solicitation Notice: the work includes design development and building of a 3230 SM complex of new masonry and concrete, metal studs and light steel frame buildings for bachelor enlisted quarters, including a core services building, sidewalks, parking facilities, landscaping, roads and utilities. The facility shall comply with TI-802-04, Seismic Design for Buildings, Dec. 1998. Contract completion time is 620 calendar days. The estimated construction cost is between $5,000,000 and $10,000,000. The solicitation will be issued on or about 24 August 2001. This procurement is UNRESTRICTED and will be obtained using the two-phase design/build procedures outlined in FAR 36.3. Proposals will be evaluated in Phase 1 to determine which offerors will submit proposals for Phase 2. The contract will be awarded to the firm providing the proposal with the best value to the Government, using criteria outlined in the solicitation. Proposals will be rated on the basis of four (4) Technical Factors which are approximately equal in weight. These four factors are as follows: for Phase 1, 1) Past Performance AND 2) Corporate and Key Personnel Experience & Qualifications; for Phase 2, 3) Construction Schedule AND 4) Commitment to Small Business. These four technical factors combined will be weighted approximately equal to the Price Evaluation Factor. Proposals will be due 14 September 2001. The North American Industry Classification System (NAICS) Code is 233320, and the related small business size standard is $27,500,000. THE GOVERNMENT WILL ISSUE THIS SOLICITATION THROUGH THE INTERNET. The solicitation will not be directly provided in a paper hard copy format nor by CD. Notification of any changes to this solicitation will be made only on the Internet site.
