Description
The Pacific Northwest Region, U.S. Bureau of Reclamation, Boise, ID, intends to award a sole source purchase order to PRAqua Supplies Ltd, 1631 Harold Rd, Nanaimo, B.C. V9X 1T4, Canada, telephone 250-754-9848, for the acqusition of three each Vaki Riverwatcher systems. The proposed action is for supplies for which the Government intends to solicit and negotiate with only limited sources under the authority of FAR 6.302. PRAqua is one of two North American fish and wildlife equipment dealers for Vaki DNG, rm li 44, 108 Reykjav k, Iceland, telephone +354-595-3000, http://www.vaki.is. The second dealer is Water Management Technologies, PO Box 66125, Baton Rouge, LA 70896, telephone 225-755-0026. Each Vaki Riverwatcher system includes a display unit, one scanner pair (light emitter/ sensor panel), steel housing for scanner, RW cabinet and connector box, battery cables and 110 volt charger for 12v power supply, communication module to trigger an underwater camera, cellular modem, solar power panels and connectors, temperature logger, PC operation and analysis software. Installed in the water, the Vaki Riverwatcher system counts fish in situ whether moving upstream or downstream, provides two silhouettes of each fish, calculates length, determines special tags and marks for stock assessment, operates on battery power, can be linked to a data collection platform, and has the potential to identify fish species. Fish cannot sense the infrared counter beams, consequently there is no avoidance bias and the counter is modifiable to a variety of water turbidities. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
