Description

SPECIALIZED AUDIT DATA: The United States General Accounting Office (GAO) intends to issue an order under other than full and open competition to RDI/FT Energy, 3333 Walnut Street, Boulder, CO 80301-2515 for the acquisition of three specialized data products: NEWgen, POWERdat, and POWERmap. These data products are required in order that GAO may provide information on the overall economics of constructing new power plants and related regulatory issues. Specifically, NEWgen includes, but is not limited to, data fields for proposed generating facilities located in the US including North American Electric Reliability Council region and subregion; plant type and fuel; date of announcement; date on regulatory filings; plant status or stage; and where possible, data on proposed plants placed into operation. Data shall be updated monthly for a period of 1 year from the date of delivery of the database. POWERdat includes but is not limited to, data fields for power plants (and where available, generating units) company owned and operated capacity; energy balance; system loads and peaks; operations and maintenance expenses; fuel cost and quality; hourly system lambda; financial and other information for operating companies; data on wholesale and retail sales by company; and ISO and power exchange prices. This data shall be provided for all investor-owned, municipally owned, cooperatively owned, and where available non-regulated entities for a period covering at least from 1990 through 2nd quarter 2001, updated monthly for a period of one year from the date of delivery of the database. POWERmap includes, but is not limited to, map layers (and any associated data elements) for service territories, power plants, transmission lines, control areas and interconnections, market areas and interconnections, ISO/RTO boundaries, NERC regions and sub-regions. Data shall be updated from time-to-time and be available to GAO-designated staff to retrieve from RDI's web site. GAO believes that RDI's data products described above are not offered in a relational database format by any other vendor; and because of that, GAO avoids a time consuming and substantial database development effort to integrate separate files.
