- Naval Research Laboratory intends to award to California Institute of Technology, on other than full and open competitive basis, a contract to collect Rayleigh Lidar measurements of stratospheric and mesospheric temperatures in support of the Special Sensor Microwave Imager/Sounder (SSMIS) Calibration and Validation effort in place at NRL.
