Description
The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, intends to award a purchase order to Kongsberg Simrad, Inc., 7250 Langtry Street, Houston, TX 77040-6625 on a sole-source basis for one each modified part number HL 3880 Hull Unit. CSS is supporting an existing shipboard operational system that performs measurements of the acoustical environment. The hull mounted portion of this system consists of a deployment mechanism that is used to either extend hydrophones below the hull of a ship to perform the measurements or to retract the hydrophones into a safe stowed condition when not in use. The existing deployment mechanism has been in service for many years and is now failing. This system must be replaced in the next three months to meet operational requirements. The existing deployment mechanism is a custom design. A thorough surve y of Commercial off-the-shelf (COTS) products identified the HL3880 Hull Unit manufactured by Kongsberg Simrad AS as the only product that could, with minor modifications, meet the following technical requirements: Deployment System shall be capable of extending, operating and retracting at platform speeds up to 8 knots with hydrophone package installed; Deployment System shall be capable of surviving being fully extended at ship speeds of up to 14 knots with hydrophone package installed; Typical ship motion characteristics are to be assumed for operation in an open ocean environment. Year round operations are assumed; Deployment System shall be capable of being used 24 hours a day, 7 days a week, 52 weeks of the year; Deployment System to be installed inside a dry tank on a platform of choice. It is assumed sufficient space is available inside this tank; Deployment System t o be installed on a 600mm gate valve. Deployment System shall be compatible with valve; Platform will supply 60hz electrical power as required; Deployment System s weight with hydrophone package to not exceed maximum allowed weight on gate valve. This is to prevent excess loads on the gate valve causing premature failure of the gate valve; Deployment System transducer shaft to maintain alignment with bow/stern of platform at all times; Deployment System transducer shaft to be secured inside shaft sleeve to prevent vibration of hydrophone package; Deployment System to include Hull Unit, Transducer Dock Section (Hydrophone Access Door Optional), Local Hoist Control, Remote Control Unit; Deployment System to have a mounting flange; Deployment System to be capable of handling two electrical cables from the hydrophones used. Cable diameters are 20.68mm and 15.24mm; A water/air bo undary needs to be established in the Deployment System as the top of the transducer shaft will be below the water line of the platform at all times. Deployment System must be delivered no later than 10 weeks ARO. This action is not suitable for full and open competition because no other COTS product could be found that could meet both the technical and delivery requirements. Numbered Note 22 Applies.
