Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Reference number FU304712141200 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 97-15. This is a 100% small business set aside. The NAICS Code is 541921. The size standard is 500 employees. The contractor shall provide the following: Digital photographs up to 34,000 persons in uniform for 12 months from 01 Oct 2001 through 30 Sep 2002 excluding federal holidays. STATEMENT OF WORK 1 GENERAL:Contractor shall digitally photograph up to 34,000 persons in uniform, provide one color 2 1/2" x 3 1/2" photo, and return photos and digital images to the Public Affairs Office, Lackland AFB TX, within 10 workdays after the photos are taken. 2. TOTAL PHOTOGRAPHIC REQUIREMENTS: The total number of personnel to be photographed is dependent on Air Force accession goals and the personal decision of each trainee. (In accordance with the Privacy Act of 1974, a trainee may decline to have his photo taken.) However, the contractor will be required to photograph up to 34,000 individuals annually. 3. PERSONNEL TO BE PHOTOGRAPHED AND SCHEDULING: For the purpose of this contract, a "group" or "flight" is defined as consisting of between 40 and 65 persons (the average size of a standard basic military training flight), each of whom will be photographed individually in accordance with the specifications herein. a. Groups will be scheduled for photos by the 737th Training Support Squadron. No later than Friday of each week, the Public Affairs Office will furnish the contractor information as to the anticipated workload and schedules for the following week. b. The contractor will be permitted a maximum of 20 minutes in which to photograph a group of 50 or fewer persons. For larger groups, a proportionately greater amount of time will be allowed. Normally, the Government will not require more than 350 persons to be photographed during a single day. Four to seven groups totaling approximately 200-350 trainees will normally be scheduled during one 2 ? hour time frame until the day's scheduled photography is complete. c. When a flight of trainees assembles to be photographed, the Government will furnish to the contractor: DD Forms 2266, Hometown News Release, broken out by flight number, for all trainees to be photographed. The DD Forms 2266 will be sequenced in trainees? roster order number (from 1 to a maximum of 65). =20 d. The following personnel shall not be photographed: (1) Personnel who do not report with their group, unless they have been specifically scheduled by the Public Affairs Hometown News Coordinator or by the 737th Training Support Squadron. (See scheduling of "drop-ins" in para 3d(3) below.) (2) Personnel who wear beards. (3) Personnel not in blue uniform. (4) Personnel without a DD Form 2266, Hometown News Release.=20 D. Photography will be accomplished on the following schedule: (1) The contractor shall be required to perform the photographic service Monday through Wednesday, or Tuesday through Thursday if a legal national holiday occurs on a Monday, beginning no earlier than 10 a.m. and ending no later than 5:30 p.m. in a building on Lackland AFB TX designated by the Public Affairs Office. (2) Depending on training schedules, contractor performance time will normally be two hours per day. Normally the contractor will be scheduled to begin services at approximately 10:30 a.m. The actual time the contractor will be required to begin performance is dependent upon the 737th Training Support Squadron?s schedule. (Reference 3a above.) (3) Trainees unable to have their photographs taken during the time their flights are scheduled have an option to have their photographs accomplished on a "drop-in" basis during other scheduled flight photography sessions. Contractor shall be required to accommodate the drop-ins in addition to those flights already scheduled for a particular day. This may require photography time beyond the time scheduled for flight photography on a particular day.4. DELIVERY OF COMPLETED PHOTOGRAPHS: All images will be delivered to the Public Affairs Office. a. Delivery will be accomplished no later than the 10th workday after the photographs have been taken. The delivery schedule is an absolute requirement. b. Each delivery shall be accompanied by the contractor's production report that shall include:(1) listing of flights photographed by flight number, (2) total numbers of trainees photographed in each flight, (3) total number of trainees photographed during the day, (4) beginning and ending seating ticket number of all trainees photographed during the day,(5) total number of sets (prints and images) being delivered. c. There will be no dividing or separating of images of members of groups. Images of all members of any group will be delivered on the same compact disk. Division of images will not be accepted. 5. CONTRACTOR FURNISHED MATERIALS: The contractor shall provide the necessary digital camera(s), computer, compact disk, lights, printing papers, U.S. Flag (5'6 long x 4'4 wide nylon ceremonial) and all other related equipment required to do a quality job. If and when accepted by the Government, all photographs become the sole property of the Government. 6. CONTRACTOR FURNISHED PRODUCTS AND PERFORMANCE: a. The products required are referred to as "sets" which are composed of one acceptable print and an image on the compact disk, for each individual photographed. The "set" must depict the individual in a pose and facial expression favorable for public distribution by the Air Force. The contractor will photograph each individual in a single, portrait-type pose, positioning the subject such that any U.S. Air Force insignia displayed on the uniform receives a prominent place in the photograph. The U.S. flag will be appropriately displayed behind each individual photographed.=20 b. All photos must be shot digitally in color with a final output of 300dpi, 4X5 inches in size. Each individual image file name needs to be identical to the photo number assigned to the individual's DD2266 form. Each image must be JPEG compression, maximum compression of level 6, or 60 percent, and minimum compression of level 7, or 70 percent, with a file size of no larger than 700kb. c. The images will be delivered on a CD-ROM in DC-R format, NOT CD-RW format. If images are placed on a CD, the CDs will not be returned. Back-up files of each image must be maintained at the contractor's facility for at least 5 working days. d. The Public Affairs Hometown News Coordinator will make all determinations on photographs rejected, and no more than a 3 percent rejection rate per day will be termed acceptable. If a rejection rate of more than 3 percent per day continues for a period of 30 days, the contract may be terminated. The contractor will not receive payment for any photo deemed rejected by the hometown news coordinator, eg, member's eyes closed, out of focus, poor lighting, or lines across the photo. e. Contractor shall furnish a photograph of a flight number card for each individual flight. d. Contractor shall assign a sequentially numbered seating ticket number (photo ID number) for each trainee being photographed. The seating ticket number shall be at least four digits and shall be no more than eight digits. e. Contractor shall photograph the trainee's name, roster number, flight number and the seating ticket number as shown in the example on page C-6. All three numbers and name will appear on the images. Only the trainee's name, roster number and flight number shall be printed on the print. f. Contractor shall enter the seating ticket number for each trainee in the photo ID number blank located in the upper portion of the DD Form 2266. At the contractor's discretion, the seating ticket number may be entered on the forms at the same time photos are taken; however, Government personnel will not be available to assist in this task, and no extension of time allowed to photograph a group is permissible. g. When the contractor has completed all photographs for a group he or she shall retain possession of the DD Forms 2266. The forms will be delivered to the Public Affairs Hometown News Coordinator along with their respective prints and images. h. The contractor shall deliver one set (print and digital image) on each individual photographed. If delivery of prints and images cannot be made on each individual photographed, a written explanation shall accompany the contractor's production report. i. Quality Assurance Surveillance will be performed in accordance with the Performance Work Statement by the Government Quality Assurance Evaluator/Inspector. 7. GOVERNMENT FURNISHED PROPERTY: The Government will furnish and/or make available adequate space in a building to be specified by the Public Affairs Office, for the contractor's use in posing and photographing scheduled subjects.=20 8. UTILITIES: The Government will furnish all reasonable amount of electric power and other utilities necessary to perform the above services. 9. SPECIAL WORKING CONDITIONS: All equipment, parts, materials and services supplied by the contractor shall conform to applicable safety and health standards as indicated in the current code of Federal Regulations, Title 29, Chapter XVII, para 1910, Occupational Safety and Health Act of 1970. 10. COMPLIANCE WITH LAWS AND DIRECTIVES: The contractor must comply with all applicable federal, state and local laws and regulations including but not limited to Occupational Safety and Health Administration (OSHA), department of Defense and United State Air Force regulations (Examples include directives, manuals and instructions). Compliance with OSHA and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor. If the contractor spills or releases any substance listed in 40 CFR 302 into the Base Environment Control Office. The contractor shall be liable for containment and environmental clean up of the spill or release of such substance. 11.CONTRACTOR CHANGEOVER: In the even the follow-on contract is awarded to other than the incumbent, the successor contractor is responsible for obtaining all information, from the incumbent contractor, necessary to permit a smooth transition without an interruption in services during the transition period. Additionally, the incumbent contractor shall cooperate to the fullest extent required to permit an orderly changeover to the successor contractor as determined by the government.
