Description

The NOAA contracts with or regulates several private companies that deploy observers on fishing vessels and other platforms nationwide. Deployment of fisheries observers involves certain financial and legal risks to the Government, to observers, to observer service providers, and to fishing vessel owners. Observer service providers must provide insurance coverage for observers in the event of an injury or death; however, there are no minimum legal requirements as to the type of insurance that must be provided. The NOAA requires an evaluation of the financial and legal risks associated with deploying contracted observers and the development of a plan to better manage and reduce risks and to minimize costs associated with providing insurance coverage. The NOAA also requires the evaluation of compensation options and a plan for regulatory or statutory changes needed to provide adequate compensation to ensure that observers' quality of life is not substantially reduced in the event of a career ending injury. The period of performance of this effort will be for one year after contract award. Solicitation 52-DGNF-1-90089 will be issued on or about August 24, 2001 and will close on or about September 24, 2001.
