- Description
- The HHS/Office of the Secretary/Office of Public Health and Science/Office of Adolescent Pregnancy Programs/Office of Population Affairs through the Program Support Center/Division of Acquisition Management intends to award a fifteen month simplified acquisition. This requirement has been justified in accordance with FAR 6.302-1 to award to Educational Evaluators, Inc. The Adolescent Family Life (AFL) program, administered by the Office of Adolescent Pregnancy Programs (OAPC) was enacted in 1981 as Title XX of the Public Health Service Act. The FY 2001 budget provides funding for two types of programs: Care demonstration projects and prevention demonstration project. Care demonstration projects serve pregnant adolescents, adolescent parents, their infants, male partners and their families. Prevention projects serve pre-adolescents, adolescents and their families. The major focus of AFL prevention projects is, by statute, to develop and test abstinence-based programs designed to delay the onset of sexual activity and thus reduce the incidence of adolescent pregnancy, STD transmission, and HIV/AIDS. Section 2006(b)(1) of Title XX requires each grantee to expend at least one percent but not more than five percent of the Federal funds received under Title XX on evaluation of the project. The OAPC encourages all applications to have an evaluation component of high quality consistent with the scope of the proposed project and the funding. Over 70 organizations nationwide currently receive AFL funding for abstinence education services and are required to have an evaluation component. These organizations are often new, small, community-based organizations with little or no experience evaluating program performance. Although they may be able to prepare and submit applications, present acceptable data on the needs for services and present a sound methodology for achieving results, including an evaluation plan, most of them do not have a core instrument to effectively evaluate their programs. Educational Evaluators, Inc. has the unique capabilities to develop, test, and implement a core evaluation instrument for Adolescent Family Life (AFL) Abstinence Education Projects. This type of instrument will enable AFL projects to collect relevant and uniform data and enable OAPC to assess the effectiveness of grantee performance more reliably from year to year. Interested firms must submit clear and convincing data substantiating their capability to furnish this requirement including technical and pricing data, within 15 days after the publication of this notice. No competitive solicitation package is available. Any requests for such will be considered nonresponsive. If no affirmative responses are received, the Contracting Officer will proceed to issue a purchase order to Educational Evaluators, Inc. of Rockaway, NJ. All responses must be in writing and refer to 01T252079 to the attention of Jo-Lynn Davis. NAICS 541990 ($5 million)
