Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation N65236-01-R-0053 is issued as a request for quotation (RFQ). The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular 97-24. This will be a Firm-Fixed Price (FFP) type contract. The NAICS is 334511 and the size standard is 750 employees. SPAWAR System Center Charleston has a requirement for two (2) miniature wideband cassette recorders/ reproducers with time division multiplexers (TDMs) designed to collect and analyze radar signals by recording (a) a single 8 MHz bandwidth channel, or (b) a variable number of channels with a combined bandwith of 8 MHz. The equipment must be of lightweight construction, must be rackmountable to fit a standard 19-inch wide rack, and must be 28 inches deep or less. Mounting hardware must be provided. The equipment required consists of two (2) miniature wideband cassette recorders/reproducers, two (2) TDMs, two (2) rackmounting kits, one (1) technical reference manual for the recorders/reproducers, one (1) technical reference manual for the TDMs, one (1) service manual for the recorders/reproducers, and one (1) service manual for the TDMs. The manufacturer shall provide for the following deliverables: Assembly and delivery of the two (2) miniature wideband cassette recorders/ reproducers and the two (2) TDMs with mounting hardware and cables; one set of technical reference and service manuals for the recorder/reproducers and one set of technical reference and service manuals for the time division multiplexer; technical support by telephone, and a minimum 1000-hour warranty for the recording heads and a minimum 12-month warranty on all other components. Support shall include maintenance and technical support for all equipment for at least one (1) year after assembly. The recorders/reproducers must be able to accept inexpensive, commercial off-the-shelf media and must be able to accept signals from an M/A-COM Model 388-1 IF to tape down converter. THE RECORDERS/REPRODUCERS SHALL MEET AT LEAST THESE GENERAL SPECIFICATIONS: Shall have one (1) wideband channel @ 8 MHz or 2, 3, 4, 5, 6, 7, or 8 channels when used with TDM unit. Shall have two (2) linear phase auxiliary channels. Media format shall be S VHS ST-120 media format with front load and automatic elevator. Timebase reference shall be by internal crystal oscillator or by external reference input. Recording time shall be 40 (forty) minutes in SP (Standard Play) mode and 80 (eighty) minutes in LP (Long Play) mode. Rewind time shall be 2.8 minutes for a ST-120 cassette. Wideband Erase shall be approaching 50 dB. Voltage will be 100 to 240 +/- 10% VAC; frequency shall be 47 to 400 Hz. Will operate between 0 to 45 degrees centigrade. MTBF shall be >8,000 hours. Wideband input signal level shall be 1.0V p-p nominal; -12 dB to +12 dB adjustable; 50 or 75 ohms +/- 1% impedance; coupling shall be AC (10 Hz and above) or DC; DC Offset: 0.0V nominal and +/-1V adjustable. Auxiliary input signal level shall be 1.0V p-p nominal and -12 dB to +12 dB adjustable; >10k ohms impedance unbalanced. Microphone input shall be -55 dBV, 10k ohms unbalanced. Wideband output signal level shall be 1.0V p-p nominal and -12 dB to +12 dB adjustable; 50 or 75 ohms +/- 1% impedance, DC Offset: 0.0V nominal and +/- 1V adjustable. Auxiliary output signal level shall be 1.0V p-p nominal into 600 ohms; -40 dB to +6dB adjustable. Sync clock level shall be 0.5V p-p; 75 ohms impedance +/- 1% unbalanced; frequency 68.0272 Hz square wave scan locked. Frequency response performance shall be DC to 8 MHz, +1dB to -2dB (typical). Signal-to-noise ratio in SP mode shall be 34 dB p-p signal to rms noise; in LP mode it shall be 31 dB p-p signal to rms noise. Noise power ratio in SP mode shall be 24 dB at 140 kHz decreasing to 14 dB at 7.6 MHz; in LP it shall be 21 dB at 140 kHz decreasing to 11 dB at 7.6 MHz. Group delay variation shall be +/- 15 nanoseconds maximum; with TDM, it shall be +/- 20 nanoseconds maximum. Time base error for the recorder/reproducers shall be +/- 5 nanoseconds maximum; with TDM, it shall be +/- 7 nanoseconds maximum. Time displacement error shall be </ 100 nanoseconds. Auxiliary channel bandwith and response shall be 150 Hz to 20 kHz +/- 3 dB in SP mode and 150 Hz to 15 kHz +/- 3 dB in LP mode. Auxiliary channel signal-to-noise ratio shall be 45 dB below 3% third harmonic in SP mode, and 42 dB below 3% third harmonic in LP mode. THE TIME DIVISION MULTIPLEXERS SHALL MEET AT LEAST THESE GENERAL SPECIFICATIONS: Must be plug-and-play compatible with the recorders/reproducers and must enable the operator to configure the system with several channels when required. Shall provide 2, 3, 4, 5, 6, 7, or 8 channels with BW=8 MHz/number of channels selected. Shall have a bypass selection to enable a single 8 MHz channel. Voltage shall be 90 to 264 VAC; frequency shall be 47 to 400 Hz. Will operate between 0 to 45 degrees centigrade and between 35% to 80% relative humidity, non-condensing. MTBF shall be >10,000 hours. Wideband input signal levels shall be 1.0V p-p fixed, nominal; 0.25 to 4.0V p-p adjustable. Offset shall be +/- 1V. Impedance shall be 50 or 75 ohms, +/- 1% unbalanced, selectable. Coupling shall be AC or DC. Wideband fixed output signal levels shall be 1.0V p-p, nominal, and 0.25 to 4.0V p-p, adjustable. Offset shall be +/- 1V. Impedance shall be 50 or 75 ohms +/- 1% unbalanced, selectable. Coupling shall be DC. Interface signal with recorders' input/ output levels shall be 1V p-p nominal, 75 ohms, unbalanced. Reference input signal level from recorder shall be 1.0V p-p; impedance shall be 75 ohms +/- 1% unbalanced; frequency shall be 68.0272 Hz square wave. Output level for synchronizing with other devices shall be 1.0V p-p; impe-dance shall be 75 ohms +/- 1% unbalanced; frequency shall be 10 MHz. Clock input from host system shall be 0.5 to 1.5V p-p; impedance shall be 75 ohms +/- 1% unbalanced; frequency shall be 10 MHz sine wave.
