Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Quotation (RFQ) and the number is RFQ 10-01-16. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. The U.S.D.A. Forest Service, Carson National Forest, has a requirement for the following: provide all equipment, materials, labor, transportation, taxes, permits, and all other necessary items to upgrade a portion of the existing radio communications infrastructure through a microwave Spread Spectrum link from the Forest Supervisor's Office located in Taos, New Mexico, to San Antonio Mountain. The current configuration is a Zetron dispatch console. Radios requiring remote are Tait 300 and 800 series radios. Proposed system must be (or be upgradeable) to T1 capability and must work on standard commercial power. System must be able to work with Tait 300 and 800 series radios with a possible upgrade to Daniels series radios. Location of the Supervisor's office is approximately 36 42 01 Longitude and 108 14 36 Latitude. The location of San Antonio Mountain is 36 51 33 Longitude and 106 01 08 Latitude and elevation is 10,606. Approximate distance between the two locations is 41 miles. Both locations have towers and A/C power available. Vendors requiring a site visit may contact Mr. Ted Medina, Carson National Forest, 505-758-6281. To ensure sufficient information is available to evaluate offers, offerors must furnish with their proposal all descriptive literature, cut sheets, illustrations, drawings, warranty information, and all other pertinent information. Vendors are also REQUIRED to provide with their proposal a radio coverage analysis from San Antonio Mountain. If the vendor proposes to modify a product so as to make it conform to the requirements of this announcement, he/she shall include a clear description of such proposed modifications and clearly mark any descriptive material to show the proposed modifications. The Government reserves the right to request product samples which can be tested for compatibility. The evaluation of quotations and the determination of the compatibility of the product shall be the responsibility of the Government and will be based on information furnished by the vendor. The contracting activity is not responsible for locating or securing any information which is not identified in the quotation and reasonably available to the contracting activity. -- The following clauses and provisions are incorporated by reference and apply to this acquisition: FAR Clause 52.212-1, Instructions to Offerors -- Commercial Items (10/2000); FAR Clause 52.212-2, Evaluation -- Commercial Items (1/99); FAR Clause 52.212-3, Offeror Representations and Certifications -- Commercial Items (12/2000); FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items (5/99); FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (8/2000). Each offeror must include a completed copy of the FAR Clause 52.212-3, Offeror Representations and Certifications -- Commercial Items (12/2000) with their proposal. OFFERORS MAY REQUEST A COPY OF FAR CLAUSE 52.212-3 BY FAXING A REQUEST TO TRISH FRESQUEZ-HERNANDEZ AT 505-438-7444. All responsible sources may submit a quotation which, if timely received, shall be considered by the agency. The Government will award to the responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered. Offers will be evaluated in accordance with FAR Clause 52.212-2, Evaluation -- Commercial Items (1/99). The evaluation criteria for this solicitation will consist of technical capability of the offered items to meet the agency requirements, past performance, and price. Technical capability and past performance are significantly more important than cost/price. Offerors shall provide names, addresses, and telephone numbers of customers, either Government or commercial, that have received the same service during the past three years (this information is needed for the evaluation of the past performance). A technically acceptable proposal must clearly show that the offeror can meet the minimum requirement of the Government. This acquisition is 100 percent set aside for small business concerns. The NAICS code is 443112. The small business size standard is $4.5 million. All quotes shall be submitted to Trish Fresquez-Hernandez, Santa Fe National Forest, 1474 Rodeo Road, P. O. Box 1689, Santa Fe, New Mexico 87504-1689 no later than 4:30 p.m., August 27, 2001, and be clearly marked RFQ 10-01-16. Quoters are hereby notified that if your quote is not received by the date/time and at the location specified in this announcement, it will be considered late/non responsive.
