Description
MMP Minuteman ICBM Milstar Communication Subsystem: This is not a solicitation, but rather a market survey Request For Information (RFI) inviting industry to suggest the most cost effective concepts for updating the Minuteman ICBM Milstar Communication Subsystem, more specifically, the Minuteman Minimum Essential Emergency Communications Network Program (MMP), facilities, operational employment, and supporting technologies to leverage Advanced Extremely High Frequency (AEHF) satellite communication capabilities and facilitate detailed planning for future acquisition activities. The United States Air Force, Electronic Systems Center (ESC), Strategic and Nuclear Deterrence Command and Control (SND C2) systems program office is seeking industry responses with supporting information for a study of AEHF capabilities and migration path alternatives. The AEHF study will consider future command and control (C2) requirements for the FY 2002 through the FY 2020 time frame. The MMP Extremely High Frequency (EHF) Milstar Terminal, currently in development by TRW, Clearfield, UT, is scheduled for fielding in FY02 through early FY04. The MMP EHF terminal consists of commercial-of-the-self (COTS) components as well as Raytheon designed and developed components. Respondents must include in their reply to this announcement a discussion of the perceived benefits to the Government of the use of their recommended approach and a description of the estimated costs and concepts for modifying the MMP EHF Terminal to add AEHF system capabilities (i.e. AEHF survivable, Expanded Data Rate (XDR) configuration), and enabling technologies (i.e. incorporation of Advanced COMSEC TRANSEC System (ACTS)). Industry responses to this RFI will not be treated as a formal proposal. Prospective contractors may also request an opportunity to present a concept briefing to the program office. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty (30) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Firms desiring to respond to this request must submit the desired information on no more than five double-spaced, single-sided pages. Firms who submit qualification packages in response to this notice are requested to identify prior contracts (by number and issuing office) and Government points of contact (preferably buyer or contracting officer) where they have provided same or similar types of effort. This synopsis does not constitute an Invitation for Bid or Request For Proposal and is not to be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice or otherwise pay for information solicited. All small business and disadvantaged sources should identify themselves. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
