- Description
- The Army CECOM plans a sole source award to Cubic Defense Systems, Inc., 9333 Balboa Ave., P.O. Box 85587, San Diego, CA 92186-5587. The proposed action is for a modification of Contract Number DAAB07-00-C-L994 with Cubic Defense Systems, Inc. (CDS) to acquire 3 down-sized Air Data Terminal Simulators (ADT Sims), an option for up to 21 additional down-sized ADT Sims, associated spares and design/improvements to the ADT Sim to incorporate a Tactical Control Data Link (TCDL) to meet anticipated future requirements. Contract Number DAAB07-00-C-L994 is a Cost Plus Fixed Fee (CPFF) type contract and the proposed efforts will also be performed on a CPFF basis using Research Development Test and Evaluation appropriations. The proposed source is CDS, 9333 Balboa Ave., P.O. Box 85587, San Diego, CA 92186-5587. CDS is the SCDL/GDT configuration manager for the Army, and controls the design below the performance specification and possesses unique knowledge of the interfaces between the ADT and the GDT. The SCDL contains CDS proprietary information. The Government did not buy and does not have access to required drawings, test and calibration procedures needed to assure interoperability and interchangeability. The ADT Sim must inter-operate with the 107 Army GDTs, and 22 Air Force ADTs procured from CDS. CDS possesses unique knowledge of the SCDL/GDT interface requirements. The Government possesses a performance specification for the SCDL, but not the detailed design information that any other source would need in order to meet the Government's requirements. Failure to acquire the ADT Sims will limit the opportunities to ensure vital communication links are established between GDTs and ADTs because of the limited availability of E-8 aircraft. Only by utilizing the M&S capabilities provided by the ADT Sim can the Government maximize its mission use of the E-8 aircraft and simultaneously ensure that required communication capabilities will be available to the warfighter. Failure to ensure these critical communication capabilities are available could result in the loss of critically needed command and control information utilized by Commanders for effective mission execution. Award will be made per FAR 6.302-1 (a)(1), Only One Responsible Source". The Government does not posess documentation of the detail design of SCDL, only Cubic Defense Systems, Inc. possesses proprietary rights to five elements of the SCDL design. Further technical description of the SCDL System Improvement will be placed on the Army Business Opportunity Page (ABOP) Opportunity Page (BOPP) for all interested parties.
