Description
This is a COMBINED SYNOPSIS SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation HAQ011109 is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 97-27. All responsible sources may submit a quote which will be considered. See Numbered Note(s): 1. NAICS CODE 421320; size standard of 100 employees. This will be a firm-fixed-price contract for the Bureau of Land Management, Malheur County, Vale District, Oregon. Supply, deliver and stockpile approximately 24,000 cubic yards (CY) of crushed aggregate with a 25% option to deliver additional aggregate. The aggregate shall be taken from previously shot rock at the East Birch Creek Pit. Delivery time is 60 calendar days beginning November 1, 2001. Aggregate shall be stockpiled at the East Birch Creek Pit material site. EVALUATION FOR AWARD: Award is contingent upon an "Exclusive Royalty Lease" between Oregon State Division of State Lands and the Bureau of Land Management being signed prior to September 30, 2001. Award will then be made to the responsible firm whose quote is most advantageous to the Government, based on price and past performance of the quoter. Past performance information may be based on the Government's knowledge of and previous experience with the quoter, or other reasonable basis. The Government will include and evaluate option pricing as part of the total price. Evaluation of the option will not obligate the Government to exercise the option. TECHNICAL SPECIFICATIONS: Contractor shall furnish 24,000 CY of 1 1/2" minus crushed aggregate at the East Birch Creek Pit materials site. Material is basalt and has a maximum size of one (1) foot diameter. Material handling at the site shall be the responsibility of the Contractor. Crushed aggregate shall consist of hard, durable particles or fragments of stone or gavel crushed to the required size. When produced from gravel, not less than 50 percent by weight of the course aggregates shall be particles having at least one fractured face and if necessary to meet this requirement or to eliminate an excess of filler, the gravel shall be screened before crushing. The portion of the material retained on a No. 4 sieve shall be known as course aggregate, and that portion passing a No. 4 sieve shall be known as filler. Material shall be free from vegetable mater and clay balls. All crushed material shall be subject to approval by the Contracting Officer's Representative (COR) prior to placement at the on-site stockpile. Grading requirements for crushed aggregate: Sieve Designation (SD) 1 inch, Percent Limits (PL) + or -- 2% 100% passing; SD 3/4 inch, PL 75%; SD 4, PL 45%; SD 20, PL 28%; SD 40, PL 23%. STOCKPILE PREPARATION: Aggregate shall be placed in a stockpile at the East Birch Creek Pit material site. The material shall be deposited in a uniform manner as directed by the COR. The aggregate shall be tested for acceptance at the source. However, this shall not preclude later tests for compliance. MEASUREMENT AND PAYMENT: The cost of constructing, stabilizing or surfacing and maintaining the approach roads to the stockpile site shall be a subsidiary obligation of the Contractor included in the unit contract price for the materials being stockpiled. The quantity to be paid will be the number of CY measured in East Birch Creek Pit material site stockpile.
