Description

This is a solicitation for the rehabilitation of 1.3 miles of asphalt surface of the Tower Trail; and the connecting walkway surfaces (13055 sq. ft) of the Visitor Center parking area. This procurement is advertised as a small business set-aside. The North American Industry Classification System (NAICS) code is 234990, size standard of $27.5 Million. The work is to be performed at Devils Tower National Monument, Devils Tower, Crook County, Wyoming. Davis-Bacon Wage Rates apply. This is a Request for Quotation with Evaluation Factors. Submission of Offerors shall include response to the following Evaluation Criteria, listed in their order of importance in descending order: 1)Ability to Access Areas: Vehicles and equipment access to the Tower trail is limited due to natural features, such as trees, rock outcrops, and rugged terrain. There are five vehicle-accessible routes to the Trail from adjacent dirt roadways. Sections along the Tower trail are not easily accessible by motorized trail repair equipment. The trail is narrow, (maximum width of 32"), has sharp curves and has very few, very small limited turn-around areas. Contractors must demonstrate their ability to deliver and handle the materials and equipment necessary to perform the work under the restrictions identified in Section 2.1.C of the Scope of Services. 2) Past Performance: Contractor must provide 3 recent references and describe past performance on three recent similar contracts or projects. Include contact names and phone numbers. 3) Cost or Price: Technical and Past Performance, when combined, are significantly more important than cost or price.
