- Description
- This announcement is for the purpose of soliciting names of United States and international construction firms interested in submitting an offer on the project described below. PROJECT SCOPE: A JOC (Job Order Contract) is anticipated for utilization by the U.S. Army and the U.S. Air Force in the Kingdom of Saudi Arabia. The specific installation to be served is Prince Sultan Air Base (PSAB), Al Kharj. A firm fixed price indefinite delivery/indefinite quantity contract will be awarded. Services will include repair, maintenance and minor construction. The contractor is required to manage and accomplish numerous task orders simultaneously. PERFORMANCE PERIOD: One base year with four option years. CONTRACT AMOUNT: Estimated $10 million per year, not to exceed $50 million for the 5 year period. GUARANTEED MINIMUM: $200,000 for the base year and $100,000 for each option year. CONTRACT PROCEDURES: This is an electronically issued solicitation. The Government will furnish two (2) copies of the CD-ROM(s) containing the official solicitation and the Unit Price Book to prospective offerors at no charge. Paper copies of the solicitation and additional copies of these CD-ROMs are NOT available. This will be a Best Value Award requiring both a price and technical proposal in hard copy. Evaluation factors will include, at a minimum, management capability, experience, past performance and price (cost coefficient). Complete evaluation criteria and order of precedence will be conveyed with the solicitation document. Tentative date for issuance is 3 September 2001. Tentative date for receipt of proposals is 5 October 2001. A pre-proposal site visit is tentatively scheduled for 10 September 2001. Base passes can be obtained from the Royal Saudi Air Force at Prince Sultan Air Base, Al Kharj. Prime construction firms interested in receiving this solicitation shall address their written request to Transatlantic Programs Center, ATTN: Ms Linda Whitacre, CETAC-CT-CC, P.O. Box 2250, Winchester, VA 22604-1450 or faxed to 540-665-4033. The request shall state the name of the firm, whether the firm's interest is a prime construction contractor or a subcontractor/supplier, both mailing and shipping addresses, telephone and fax numbers, point of contact, and must reference the solicitation number.
