- The Fleet and Industrial Supply Center, Norfolk Detachment, Washington, intends to award a competitive contract for Amniotic Fluid Testing services for the National Naval Medical Center (NNMC), 8901 Wisconsin Avenue, Bethesda, MD 20889. This synopsis is for commercial services, prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. The solicitation number is N00600-01-R-6730. Fax your request for a copy of the Request for Proposal to the attention of Customer Service at 202-433-9569. Services shall include but shall not be limited to the following: daily routine courier pickup, provided Monday through Saturday between (3:00 p.m.)& (4:30 p.m.) respectively (without additional charge.) Vendor will provide stat specimen pickup 7 days a week 24 hours a day at no charge to the Government. The contractor must be able to accommodate fluctuations in quantities to be picked up within the specified timeframes. The courier for the vendor will carry dry ice for specimens that may be required to be frozen, along with carrying wet ice for specimens that require refrigeration in 2-8 degree temperatures. Specimens other than ambient room temperature will remain in their prospective requirement throughout the process of pickup to drop-off at the main laboratory. Bar-coding technology will be utilized to identify when the sample was picked up at NNMC, along with the samples requirements, i.e. frozen, refrigerated, room temp. The bar-coding process will continue throughout the process from processing reporting and disposal of the samples. Any specimen that has been broken or leaked or otherwise compromised during transit or processing will be reported to NNMC immediately upon unpackaging at the vendor site. Courier services must be available 24 hours a day 7 days a week to accommodate STAT testing. STAT specimen pickup will be within one hour during the business week or Saturday and holidays. Vendor will have the capability to print and fax results to the 6th Floor Prenatal Assessment Center for the reporting of results and assay information updates. Routine and Stat results will be printed to NNMC Monday through Saturday at 7:00 a.m. and 2:00 p.m. for tests that have been completed. Preliminary results need to be printed on by 7:00 am. The vendor must maintain the test results for the life of the contract. Delivery of the hard-copy final report will occur daily on business days. Contractor will provide all reasonable and customary supplies necessary for the submission of specimens. This will include, but is not limited to blood, serum, chorionic villi, tissue and amniotic fluid. Amniocentesis kits/trays, chorionic villus sampling (CVS) procedure kits/trays, special transport media, bags and request forms will be supplied. The supplies will be delivered by routine courier as requested by NNMC. Specimens must be stored for 30 days after reporting results at no additional cost to the government. NNMC may request repeat determinations or add-on tests by telephone during the 30 day period. Repeat determinations will be requested by NNMC when tests results do not fit the clinical picture of the patient and will be performed at no additional cost to the government. Vendor client service representatives will be available by toll-free telephone 24 hours per day, 7 days per week to assist NNMC staff in obtaining test results modifying tests request, obtaining information regarding tests and test service and resolving test related problems. Vendor sales representative will make weekly contact with the Mother Infant care Staff for the first three months to ensure smooth operations and to handle all problems that my result from tests, billing, clinical picture problems. The vendor will have a technical director (physician/genetic counselor) available around the clock for the staff at NNMC to consult with at no additional charge. Assistance in researching the availability of appropriate tests for genetic disorders, coordination of testing, along with assistance and supplies when family members are off-site. Thus, the vendor will send out prenatal and blood specimens for additional specialized testing if referral is deemed necessary. The resultant contract is anticipated to be a Firm-Fixed Price Services, IDIQ contract with a base year period beginning from the date of award through 30 September 2001 and four (4) one-year options. FAR 52.217-8 Option to Extend Services" and FAR 52.217-9 "Option to Extend the Term of the Contract" will be included in this contract. Delivery will be FOB Destination.
