- This combined synopsis/solicitation is for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The Solicitation Number is MDA410-01-R-NOVELL and is issued as a request for proposal (RFP). This action will be processed using simplified acquisition procedures and incorporates provision and clauses that are in effect through Federal Acquisition Circular 97-27. The Department of Defense Education Activity (DoDEA) is a federal government agency, tax exempt, an education activity and qualifies for academic/educational pricing. Proposal shall include offeror's list price and DoDEA's discounted price. FSC Code: 7030-ADP Software. NAICS Code: 421430, Computer & Computer peripheral Equipment and Software Wholesalers. Size Standard: 100 Employees. GENERAL REQUIREMENTS: The offeror shall be an authorized Novell license, maintenance and support dealer. In addition, the offeror must be certified 8(a) and disadvantaged by the Small Business Administration. The offeror shall provide Novell licenses, maintenance and support in accordance with the Performance Work Statement. Schedule of Minimum and Maximum Quantities shall be issued upon request via email. PERFORMANCE WORK STATEMENT Requirements: DoDEA requires a follow-on Master License Agreement/Government License Agreement (MLA/GLA) for Novell operating system and network management software for Local Area Networks (LANs) worldwide for a base year and one option year. The current contract MLA/GLA expires 31 October 2001. DoDEA will hold 33,884 licenses of Netware and NDS for NT at the end of FY01. DoDEA is able to purchase 19,884 total upgrade licenses for Netware based upon worldwide audit results. This follow-on contract will allow DoDEA to upgrade network software to full capacity. BASE YEAR The offeror of Novell software, technical and maintenance support shall provide the following deliverables to DoDEA: A. Upgrade licenses for Novell Intranetware/Netware, NDS for NT, Z.E.N.works and BorderManager. Minimum/Maximum quantities are as specified in Section II, Part E. B. Novell Software Evaluation Library (NSEL) media and license as required for use with the NSEL and electronic documentation. This includes the right to reproduce this product in accordance with the terms of the MLA/GLA to support DoDEA Intranetware clients. C. Option to purchase additional Novell software products under the MLA/GLA during the contract base year. D. Annual Maintenance -- Premium Service D1. Technical telephone hot-line support shall be provided on a 24-hour/7-day a week basis. Support PINs are earned based on incremental maintenance dollar volume. Additional PINs beyond those earned may be purchased for an annual fee. D2. Regular software upgrades of Novell software products shall be provided as the manufacturer makes them available to the vendor for distribution. D3. Proactive Account Management D4. Online Incident Reporting and Tracking D5. Support Connection CDs D6. Proactive Technical Information Service D7. Software Troubleshooting Guides D8. Advanced Technical Training D9. Monthly Incident Tracking Reports D10. Novell Consulting ToolKit Subscription E. Custom Consulting Services. Specialized Support Engineers to assist in critical situation. Billed on a per day basis, plus any associated AIR travel expenses. Novell pays all other travel-related expenses. F. Primary Support Engineer. Annual agreement for dedicated support engineer with telephone support during and after Novell's business hours. Annual agreement includes two on-site visits of two days each. Support includes assistance with installations, upgrades, new product launches. G. Period of Performance is one year after contract award. H. Shipping Information. The vendor shall deliver supplies in support of this contract at locations as specified on individual delivery orders. Locations may include DoDEA Headquarters in Arlington, Virginia, the Pacific Area Service Center and the European Area Service Center. This is an indefinite delivery, indefinite quantity (IDIQ) supply contract for providing software licenses, technical and maintenance support within the scope of the technical requirements outlined. Delivery or performance shall be made only as authorized by delivery orders issued against this contract. _______________________________________________________________________ OPTION YEAR The vendor of Novell software, technical and maintenance support shall provide the following deliverables to DoDEA: A. Scope In support of DoDEA, the contractor shall supply, as specified by delivery orders issued against this contract, the appropriate software applications and tools that address the areas of networking and office automation requirements as outlined below: a) network operating system software that provides for local and wide area connectivity between new and existing PC and UNIX based workstations, network file servers, and mainframes and minicomputers; b) network management software tools that provide for effectively controlling, monitoring, tuning, troubleshooting and reporting status on network client workstations, file servers and other network resources; c) host system connectivity software components that will allow any user at a network client workstation to log on to existing and future mainframe and minicomputer host systems running DoDEA and other DoD applications; the software will provide this capability only to end users that contain the appropriate security authorizations; d) application integration software tools that provide for the seamless integration of network and host based applications into the network operating system; e) message handling software that will allow effective integration of electronic mail applications with the network operating system; f) software distribution tools that provide for effectively loading and monitoring application software that resides on client workstations and network file servers; g) software components that provide efficient and secure dial-in access to the network from remote standalone workstations, notebook computers, and other remote LANs and that also allow users on the network dial-out access to other networks, host systems and standalone computers. h) application software components and tools that provide word processing, spreadsheet, graphics, presentation and desktop publishing functionality. The contractor shall deliver supplies in support of this contract at locations as specified in individual delivery orders. This is an indefinite delivery, indefinite quantity supply contract for providing software licenses and maintenance within the scope of the technical requirements outlined. Delivery or performance shall be made only as authorized by delivery orders issued against this contract. 2. Background DoDEA is chartered with supporting the network connectivity and data processing requirements of end user organizations at the various DoDEA Centers and regional field sites located throughout the world. Throughout DoDEA, there exist a variety of client workstations, host systems, and local area network systems and topologies. DoDEA intends, through an Enterprise Network strategy, to provide connectivity for all end users to the diverse variety of resources and applications that are used within DoDEA. The intent of this IDIQ supply contract is to provide for the software operating systems, tools and applications that will provide consistent means of network connectivity to the diverse computing environments that are located throughout the various DoDEA sites. 3. Functional Requirements Listed below are the functional requirements for each of the software areas as outlined by the Scope in section 1. The contractor is tasked with providing the most current versions of network software components that satisfy the requirements listed. In support of the software components provided, the contractor must also provide for "800 Hotline" type support and for a software maintenance procedure that will provide software updates and bug fixes on a regular basis. All software provided by the Contractor shall include the appropriate technical documentation for each component. a) Network Operating System Software Functional Requirements * provide for multi-server network to be viewed and operated as a single integrated system; * provide integrated network management and a single, integrated utility for all network administration; * provide for network security; * provide for interoperability with existing DFAS network topologies, client workstations and host systems; * support DOS, UNIX, MS Windows, OS/2 and Macintosh client workstations; * support a variety of network connectivity hardware standards including Ethernet, 10BaseT, FOIRL, FDDI, Token Ring, ArcNet, StarLAN; * support global printing from any end user workstation; * provide for compatibility with current DFAS COTS and custom developed applications; * provide for security auditing and accounting of network resources; * provide for a distributed network directory database that will allow for seamless, global access to all network resources by authorized users; * provide data compression and data migration tools for the effective management of data files throughout the network. b) Network Management Software Functional Requirements * provide for centralized management of multiple network servers; * provide notification for network administrator of potential problems with real time alarms and provides performance management with real time graphical information; * provide a graphical presentation of network server configuration; * continuously monitor all server events and network traffic; * provide for distributed network analysis at the network segment level; * provide additional management tools that can be used to augment management of intelligent network hubs and routers; * provide for extensive configuration management and maps discovered network objects to their physical locations; * provide for comprehensive fault management utilizing real time alarms, program launching, fault reporting logs, and network fault history; * determine all network device addresses and stores them in a database; * provide for integration with other third party network management applications. c) Host System Connectivity Software Functional Requirements * provide for connectivity between the network operating system and traditional SNA and UNIX mainframe and minicomputer environments; * interface with host based network management systems; * provide connection options to the host systems through Token Ring, Ethernet, SDLC, and channel attachments; * provide for integration with a variety of terminal emulations in support of accessing host-based applications; * support DOS, MS Windows, UNIX, Macintosh and OS/2 client workstations; * provides fault tolerance for maintaining host system connectivity in the event of service disruption; * support integration with network operating system management utilities and applications; d) Application Integration Software Functional Requirements * software tools must provide for rapid prototype development of applications and quick prototype of integration with network operating system; * provide for the creation of reusable modules of code developed with the software tools; * support for developing network based applications that tightly integrate with existing DoDEA host based applications; * sets of tools should provide for application development and integration for the variety of DoDEA hardware and software platforms currently installed. e) Message Handling Software Functional Requirements * provide comprehensive addressing support and automatic directory synchronization; * provide interoperability between network operating system and other messaging environments such as SMTP for UNIX, TCP/IP, SNA Distribution Services, and X.400; * support for systems administration; * support for a variety of messaging services, including electronic mail, workflow automation, calendar and scheduling, and fax services. f) Software Distribution Tools Functional Requirements * provide unattended data and software distribution to client workstation and file servers on the network; * support for a variety of workstation operating systems including DOS and MS Windows; * provide for management for an administrator's console to schedule software distribution, check status of distributed data and software, log distribution jobs, and identify distribution problems; * provide ability to update and modify end user workstation files such as AUTOEXEC.BAT and CONFIG.SYS. g) Dial-in and Dial-out Connectivity Software Functional Requirements * provide the ability of remote DOS, MS Windows, Macintosh, and UNIX workstations to dial in to the network and access all authorized network resources and services; * provide for users to dial out of the network to connect to bulletin board services, x.25 and ISDN services, and asynchronous host systems; * support integration with the network operating system security features and provide audit trails, alerts and dial-back options. h) Office Automation Software Requirements provide full function word processing, spreadsheet, and graphics capabilities that operates in a windowing type of graphical user interface; office automation tools that interact and integrate between application types; desktop publishing tools that provide for the creation of professional quality documents that integrate with other word processing and spreadsheet tools; graphical presentation creation software that operates in the same user interface as other office automation tools; "software suite" type of licensing and implementation approach for core office automation software applications. 4. Licensing, Maintenance, Documentation and Support Requirements * provide for the most cost effective licensing scheme that includes, but is not limited to, the implementation of DoDEA-wide node based or site based licenses; * provide for 800-line telephone support accessed by authorized network systems administrators; * provide for ongoing software maintenance that includes version updates, upgrades, and problem fixes; all maintenance updates will include updated documentation; * provide for a database of software release notices and programmer's notes; * provide for documentation of all software components in both paper and electronic format. ______________________________________________________________________ CLAUSES/PROVISIONS. The following clauses/provisions apply to this solicitation and are in effect through the date of this solicitation. The provision at FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2, Evaluation-Commercial Items with the following evaluation factors inserted in Paragraph "a" of this clause: "Proposals will be evaluated in terms of Lowest Price Technically acceptable. The government during technical review will determine technical acceptability. Technical and past performance, when combined are significantly less important than cost or price. Offerors shall include with their offers a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items.
