Description

USDA, ARS, SAA intends to solicit and negotiate with only one source, Boreal Laser Ltd to furnish 2 Open Path Laser Systems for Ammonia with reflectory array including housing and mount/support systems. These units will be used in continuance of projects and investigations begun with Boreal methane lasers thereby matching all possible operating characteristics. Specifications: open-path measuring system using tunable-diode lasers; gas-specific and must not suffer from interference from other gases which might be present in the environment; include a self-calibrating system built-in with a permanent-calibration reference cell; no phase adjustment or calibration is necessary when it is set up in a different location or otherwise moved; useable over path lengths from 1 to 1000 meters without requiring phase adjustment or calibration; operate on a 12 volt battery power; internal logging and storage, accessible by laptop computer, monitoring software and interconnection cables, transportation cases, telescopic sight and visible laser for preliminary aiming and light level reading of detection laser for fine aiming. Interested parties should submit written responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 15 calendar days after publication of this notice. No telephone inquiries will be accepted. It should be noted that no contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source more advantageous to the Government is available. If no affirmative written responses are received, negotiations will be held with Boreal LaserLtd without further notice. This acquisition is being conducted under the Federal Acquisition Streamlining Act, Simplified Acquisition Procedures. The anticipated award date is August 28, 2001.
