Description

NASA, Kennedy Space Center intends to negotiate a sole-source contract with Alliant Tactical Systems Company, Elkton, Maryland. This contract will provide an engineering unit (non-flight) Star 48B loaded upper stage motor to be used for testing purposes in support of the upcoming Mars Exploration Rover (MER) missions scheduled for launch in '03. This action is a sole source under the authority of FAR 6.302-1. The upper stage motor required for this test must be identical in characteristics to the flight upper stages intended to be flown on the MER A & B missions. The upper stages used for these missions will be the Alliant Star 48B. The only differences being the deletion of certain flight accessories and attachments that are not necessary for the Government's testing purposes at roughly sea level (or 1G environment). Any other upper stage not completely equivalent to the Star 48B in size, mass properties, titanium casing and propellant chemical makeup will provide test results of no significant use to the Government. This is not a request for proposal and no solicitation is available. See Note 22. This will be a firm-fixed price contract. An Ombudsman has been appointed. See NASA Specific Note "B".
