- This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued, and will be distributed solely through the General Services Administration's, Federal Business Opportunities (FBO) web site http://www.fedbizopps.gov. Interested parties are responsible for monitoring the FBO site to enure that they have the most up-to-date information about this acquisition. The Request for Quote (RFQ) number is RFQ-730622, and is being conducted as a 100% Small Business Set-Aside under the procedures of the Federal Acquisition Regulation (FAR) Parts 12 and 13. The North American Industrial Classification System number is 421860 and the size standard is 100 employees. The RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-27. The Federal Bureau of Investigation intends to award a Firm-Fixed price contract under RFQ-730622, for office moving and miscellaneous transport services in the Mobile, Alabama, area. The relocation of the Mobile Division shall commence on Wednesday, September 26, 2001 and shall be completed by Midnight, Saturday, September 29, 2001. The Contractor shall provide laborers who are experienced in the handling of standard office furniture (panels, both electrified and non-electrified, other modular components), tables, chairs, computers, office machines, boxes, safes, and file cabinets. The required services include padding, packing, and transporting such property and positioning it at the final destination. The contractor is required to provide the necessary trucks, drivers, laborers, moving equipment and packing materials. All drivers must have applicable drivers license required for the State of Alabama. The Contractor shall be responsible for the clean-up, removal, and disposal of all materials associated with the move, upon completion. Each Contrctor employee shall be uniformly attired in the same type and color uniform or other clothing which will readily identify them as mover employees. The Contractor shall also provide suitable safety-shoes for all employees. Standard Form 98 has been submitted to the Department of Labor for wage rates. SITE VISIT: There will be a site visit of the three locations. The total approximate square footage of the three sites is 40,800 (Mobile Headquarter's City -- 31,644 square feed (sq. ft.), Garage -- 3,156 sq. ft., and Warehouse -- 6,000 sq. ft.). The site visit is scheduled for August 14, 2001. All offeror's representatives will meet at the Mobile Headquarter's City, located at 1 St. Louis Street, St. Louis Centre, Mobile, Alabama, beginning 10:00 AM. All offerors are required to facsimile the names, dates of birth, social security numbers, and places of birth to the attention of Mr. Gil Ludlam at (251) 415-3235. Due to the limited time and space, no more than two (2) people, per Contractor are allowed. Please ensure that you register for this site visit. There will be no other visits scheduled due to the short deadline. SECURITY REQUIREMENTS: Employees assigned to work under this requirement must pass a National Crime Information Center (NCIC) background check. These background checks are required for non-FBI employees to gain access to FBI space. Individuals who cannot pass NCIC background checks will be unsuitable for work under this moving services requirement. The provision at FAR Clause 52.212-1, Instructions to Offerors (OCT 2000) and addendum is incorporated into this solicitation. ADDENDUM to 52.212-1, Modify: (b) Submission from offer(s) is to read as follows: "All offer(s) shall be forwarded to the FBI Academy, Attn: Ms. Theresa M. Powell, Contracting Officer, HRT Building, Quantico, VA, 22135, or may be facsimiled to (703) 632-1607. The Contractor shall provide three names, telephone and facsimile numbers of previous contracts, either Government or Commercial, from similar type contracts, for the purpose of evaluating Past Performance." All quotes are due by 2:00 PM, EDT, August 27, 2001. Incorporated by reference are the FAR clauses 52.212-4, Contract Terms and Conditions -- Commercial (MAR 2001) and addendum. ADDENDUM: Add: Clauses 52.215.5 -- Facsimile Proposals (OCT 1997) and 52.222-2 -- Payment for Overtime Premiums (JUL 1990). Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders (AUG 2000), Subsection (a), (c), (d) and (e) apply. Clause 52.212-3, Offeror Representations and Certifications (MAR 2001) apply. Each offer shall include a completed copy of 52.212-3 with their quote. Clause 52.212-2, Evaluation is incorporated by reference and applies to this acquisition. ADDENDUM 52.212-2(a), Award will be "best value" to the Government based on the evaluation factors; Past Performance and Cost/Price. Past Performance is more important than cost/price. Past Performance will be based on telephonic performance evaluations received from previous contacts provided in the quote. Offerors must acquaint themselves with the new regulations concerning Commercial Item acquisitions contained in FAR Subpart 12, and must ensure that all Representations and Certifications (located on the Internet) are executed and returned as required in this synopsis/solicitation.
