Description
The Nashville District, U. S. Army Corps of Engineers is seeking a four-year accredited academic institution with a Graduate Program to develop and administer a part-time leadership/management development program for 10-12 Corps of Engineers employees who are typically college educated, and who are mostly at or near mid-career. Disciplines represented include science, engineering and administration. The overall objective of this program is to help these employees learn, grow and develop so they can be effective leader-managers within the Corps of Engineers and the Nashville District in particular. Principal items of work will be administering graduate level training courses, counseling employees as the program progresses, facilitate conferences, focusing on individual development, team building, and leadership styles, arranging speakers for the group, developing and monitoring, required readings, and providing feedback to Nashville, District leadership, on the viability and effectiveness of the program. The contract would be for one base year with four option years to be exercised at the Government's discretion. The contractor's institution must be located within a fifty mile radius of the Estes Kefauver Federal Building located at 801 Broadway, Nashville, Tennessee 37201. The NAICS code 541611. Size Standard is $5.0 million. THIS IS NOT A SMALL BUSINESS SET-ASIDE. Solicitation documents will be available on 5 September 2001. This is a competitive solicitation which may be awarded with or without discussions. Interested parties should be registered in the Central Contract Registration (CCR) at www.COR2000.com to be considered for award. Award will be as a whole to the offeror whose proposal is considered to be the most advantageous to the Government. Award will not be based entirely upon price, but will also be subject to the following in descending order: 1. Program Administrator, 2. Quality of Proposed Program and 3. Organization-Experience/Capability with similar program/s. Award will be on or after 5 October 2001 with the program to commence on 1 January 2001.
