Description
Under authority of U.S.C. 253(c) (1), FAR 6.302-1 the National Institutes of Health (NIH), Bethesda, Maryland intends to negotiate on a sole source basis, a contract with Bruker Instrument Inc., Manning Park, 19 Fortune Park, Billerica, MA 01821. The National Institutes of Health, National Institute of Mental Health (NIMH) in Bethesda, Maryland has a requirement for a nuclear magnetic resonance (NMR) Spectrometer. This system shall include, but not be limited to, the following performance characteristics, features, and pertain to the following: The NMR Spectrometer shall incorporate a 500 MHz super-conducting magnet system with field of 11.746 Tesla including helium level sensor and magnetic stand. The NMR Spectrometer shall incorporate an accessory which incorporates an X-nucleus preamplifier module with exchangeable matching units, RF filters, C pass, H stop, high band pass H stop, and H pass/high band stop, and 1 kW linear rf amplifier, 6-240 MHz, suitable for both high resolution and high power applications, including CPMAS and wide line NMR with separate 300 W and 1000 W rf outputs. The NMR Spectrometer shall be compatible with the existing Bruker AVANCE 400 MHz NMR Spectrometer. Compatibility in that pulse sequences developed for other Bruker Spectrometers at NIH can be readily used in the new NMR device to promote collaboration across different laboratories at NIH. The X-nucleus accessories shall be compatible with the existing Bruker 4.7 Tesla/60cm hardware and software. The NMR Spectrometer shall incorporate an ultra-fast digital router, which requires no cable swapping, and the automated high speed configuration of RF signals shall allow routing to be changed in real time within a single pulse sequence. The NMR Spectrometer shall incorporate a customized animal handling system for positioning and controlling of animals inside the magnet. The NMR Spectrometer shall incorporate a system which performs full density matrix simulation of any pulse sequence. The NMR Spectrometer shall incorporate a mini-imaging probe-head to generate a maximum of 30 G/cm with 57 mm ID. The NMR Spectrometer shall incorporate automatic shimming software together with strong second order shims (>85 Hz/mm exp(2) for Z exp(2),> 15Hz/mm exp(2) for RZ and R exp(2). The NMR Spectrometer receiver control unit shall have microprocessor real time digital filtering of NMR data. The X nucleus transmitter shall broadband down to 6 MHz. The NMR Spectrometer Communication Control Unit shall have a 100 MHz processor. The NMR Spectrometer multi-link preamplifier shall have built-in tune/match display. The NMR Spectrometer shall incorporate a digital lock system to allow for real time adjustment. The Contractor shall provide complete system installation in NIH Building 10 and three (3) days training for all laboratory personnel. The Contractor will not receive final payment until after the NMR Spectrometer is fully installed and all specifications are demonstrated to the Project Officer. The Northern American industry Classification System Code (NAICS) 334516, Laboratory Analytical Instruments with a size standard of 500 employees. Any response must be received in writing within fifteen (15) business days from the published date of this notice. Information furnished should include enough material to allow the Agency to perform a proper evaluation. Concerns that respond to this synopsis shall furnish concise responses directed specifically to the requirement mentioned above and are invited to submit capability statements in an original plus two (2) copies no later than fifteen (15) business days from the date of this announcement. Source demonstrating the capability to accomplish the above shall supply pertinent information in sufficient detail to demonstrate their ability to perform. Written response shall include complete description of the services to be provided, containing sufficient technical information to permit agency analysis to establish a bona fide capability to meet the stated requirements as listed above.
