Description
THIS NOTICE CONSTITUTES AMENDMENT NO. 3 TO THE COMBINED SYNOPSIS/RFQ FOR Hydraulic Pump. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to provide answers to the following questions. Question #1 What is the availability of digital photos of the old system & piping since no drawings are available? Answer -- None currently exist. Question #2 -- What parts of the old system must be returned to the government? Answer -- All components remain the property of the Government. If there is a chance this is nogotiable, an "option" could be provided for consideration. Question #3 -- Are there any special procedures required in regards to the removal and disposal of the old HPU, old hydraulic oil, etc...? Answer -- The old unit will have to be disassembled and removed piecemeal due to physical obstructions. Regarding the disposal of the old HPU (See #2). If custody remains with the Government, the components will be delivered by the successful bidder (about 150 yards away for installation site) for disposal by the Government as excess property. The old hydraulic oil and any materials used to flush the system will be transferred by the bidder to clean waste oil barrels provided by the Government and disposed of by the Government in accordance with existing waste disposal procedures. Spill containment and site-clean-up are the responsibility of the bidder. Options if provided will be considered. Question #4 -- What is the location of existing piping in relation to the location of the new HPU? (i.e. left side, right side, etc.) Answer -- The space available is nominally 6 feet wide by 8 feet long by 6 feet high, total consumption of this space is acceptable but less than ideal. The hydraulic and cooling water lines are at the right end (6 foot side) of the footprint adjacent to and notimpinging upon the stated footprint. Question #5 -- What are the specifications of "checked to full operating pressures"? Answer -- Details beyond the Specifications for 1-074-RCB.1122 are unknown. Perhaps a proposed test plan could be provided by the bidder for consideration! Question #6 -- How many lines are required? Pressure + Return + 2 Water lines + Drains? Answer -- One each of Hydraulic Supply, Hydraulic Return, Cooling Water Supply, Cooling Water Return. A drain on the Reservoir is considered standard engineering practice. A drain on the Hydraulic and Cooling Water lines is not specified but acceptable. Question #7 -- Can the HPU be connected to the existing plumbing with flexible lines, if yes, what size, what length and what fitting configuration? If no, what is the existing plumbing, (i.e. schedule 160 pipe, schedule 80 pipe, tubing, hose, etc..) and what is the size and fitting configuration? Answer -- Connection with flexible lines is permitted. They shall be tested, installed and labeled in accordance with LAPG 1710.40 "Safety Regulations Covering Pressurized System". Size, length and configuration is somewhat dependant upon the configuration of the HPU provided by the bidder. On our side the existing hydraulic piping is connected to the old HPU with 2" CPV unions. Question #8 -- How far is the HPU from the TDT control room for electrical wiring purposes? Answer -- Nominally the cable run will be about 400 feet. It should be noted the only cable run required between the HPU and the Control Room is a data cable for PLC communicaions. All power connections will take place within about 25 feet of the HPU. Question #9 -- Are there any special requirements, conditions, or specifications in regards to the electrical wiring? Answer -- All electrical work shall meet NEC 1999 AND lapg 1710.6 "Electrical Safety". Question #10 -- Is there a preferred provider for PLC's? If so, who is it and what communicaion protocol is desired? Answer -- The provider of the PLC equipment is not specified but Allen Bradley would be preferred. "Control Logic" is the reqired communication protocol. Question #11 -- Exactly what functions of the HPU will be controlled by the TDT control room and to what degree? What is the logic sequence to be controlled by the PLC for the system? Answer -- See Specifications for 1-074-RCB.1122 "These PLC control systems will provide remote control of all functions of the HPU's that are available at the actual unit." Logic sequence is coded in the software provided by the bidder, the details of which should be part of their design. Question #12 -- What is the desired number of I/O for the system? Answer -- The number of I/O's supplied shall be appropriate to provide for the specified features and functions. The due date for receipt of offers is extended to August 8, 2001. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on July 13, 2001.
