- Solicitation/Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, F48608-01-Q-0249, is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The North American Industry Classification System Number is 488119 and the Business Size Standard is $5M. The proposed contract listed here is Set Aside: 100% for Small Business. NON-PERSONAL SERVICES: Provide Transient Alert Services as described herein and in accordance with applicable attachments for the period of 01 Oct 01 through 30 Sept 02. Offerors shall provide unit pricing and extended totals for CLINS 0001through 0003 as reflected in the attached sample schedule. Transient Aircraft Services. The contractor shall perform transient aircraft services to include transient alert management and control, arrival services, processing service, departure service, and other services required for safety of flight. When applicable, the contractor shall perform specific tasks within the time frames established to meet transient aircraft arrival, processing, and departure schedules. Arrivals and Departures will generally be accomplished during customer service hours of 9:00 AM to 12:00 PM Monday through Friday. Saturday, Sunday and Holidays as required. (See Attch. 1,2,3). Provide services to inspection teams, and general officers/VIP aircraft on an as needed basis outside of normal duty hours. The contractor may be required to maintain the hours of operations up to and including 24 hours per day, 7 days a week. (See Attch. 4) Support activation or exercises of contingency plans, and in-flight emergencies outside the normal duty hours. Provide assistance for accident and rescue operations, civil disturbances, natural disasters, and military peacetime and wartime contingency operation and exercises. Meet aircraft with the "FOLLOW ME" vehicle and lead to designated parking spot. Service aircraft complying with all arrival Technical Orders (T.O.'s). Notify Wing Command post of arrival time. Assist the aircrew with transflight, preflight, and postflight inspections IAW applicable T.O.s, job guides, and work cards. Ensure aircraft is ready for flight, all safety items are removed and properly stowed prior to departure IAW applicable T.O.'s, job guides, and work cards. Notify Wing Command Post of departures time. The contractor shall provide a facility and furnish all equipment, materials, and tools to properly maintain the facilities in a neat, clean, and orderly manner, free from fire and safety hazards. The contractor shall be responsible for maintaining a clean and neat appearance around the work area and aircraft parking areas. (See Attch. 5) Aerospace Ground Equipment (AGE) shall be inspected each day and all vehicles assigned shall be inspected prior to use each day. Notify 90SW/LGMSE for AGE equipment and 90SW/LGTM vehicle maintenance for problems with equipment. (See attch. 6, 7) All publications and forms listed in appendix 1 shall be provided by the government at the start of the contract. It is the responsibility of the contractor to establish follow-on-requirements with the Publication Distribution Office (PDO). Other Services: (a) Manage Transient Alert account 420TA; (b) Perform real property manager duty for government provided facilities.; (c ) Serve as FOD and FOP program monitor and attend quarterly meetings with Wyoming Air National Guard.; (d) Service all powered AGE with fuel, oil, and water; .(e) Act as documentation custodian for the transient alert function; (f) Coordinate with CE to plow or remove snow from office and ramp areas.; (g) Obtain runway condition reading (RCR) using a decelometer prior to aircraft arrival when required. (h) Assist aircrews in obtaining transportation, food and lodging. (i) Ensure aircraft parking and movement areas are free of foreign objects that could be ingested into aircraft engines. (j) Coordinate with security police and local air traffic control agency to develop procedures to prevent an unauthorized aircraft flight; (k) Coordinate with CE and other agencies to: 1. Maintain and sweep areas on or next to runway, taxiway, and aircraft parking area as needed. 2. Control ice and remove snow from the taxiways and parking areas. Government Furnished Property and Services: 1. The government will furnish the contractor the following.: a. Aerospace Ground Equipment (See Attch. 8, 9), b. Vehicles (See Attch. 10), c. Government Furnished Materials (See Attch. 11), d. Publications (See Attch 12). General Information: 1.Pass and Identification: All Contractor personnel that require access to the base may complete DD form 1172 at the contracting office in order to obtain a Base pass. 2. Contractor personnel must obtain a flight line license for the Wyoming Air National Guard flight line and pass a flight line test administered by the Cheyenne Airport Administration. The performance period will be 01 Oct 01 through 30 Sept 02 with two 1 year options. The provision at 52.212-1, Instructions to Offerors ? Commercial Items, applies to this acquisition in accordance with the specifications. The provisions at 52.212-2, Evaluation ? Commercial Items, applies to this acquisition with the blanks filled in as follows: Summary of Services Proposed: Request for Quotation will be evaluated for price and compatibility with specifications. Offers shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items, with its offer. The clause FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. No addenda apply. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items ? applies to this acquisition. Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are (b) 12 ? 15, 21, 24, and 26 and (c) 1 ? 3.
