- REQUEST FOR PROPOSAL No. R-OPC-22012. TRAINING AND MEETING SERVICES. AMENDMENT/MODIFICATION No. 2 -- The purpose of this amendment is to provide clarification to offeror's questions and extend the solicitation closing date. Accordingly, the solicitation closing date is hereby extend to August 24, 2001. The time remain unchanged from the initial synopsis/solictation notice posted July 20, 2001. The following clarifications are hereby provided to the questions received under this solicitation. Question 1. Is there an existing contractor that performs the Request For Proposal requirements? Response: No. Question 2. If so, who is the incumbent and what is the value and length of the current contract? N/A Question 3. When does HUD expect to award the contract(s)? Response: By September 30, 2001. Question 4. How many multiple awards are anticipated and how will the work be distributed? Response: It is unknown the exact number of awards that will be made under this solicitation. Work may be competed amongst the awardees. Question 5. For the last two years, by year, what is the number of training events that were coordinated by the Office of the Training Academy (OTA)? How many require out of state travel? Response: Approximately 362 separate training incidents were conducted by the HUD Training Academy. Of this number 105 incidents of training were conducted outside of the Washington Metro Area. Question 6. On an annual basis, how many of these training events did HUD require site inspections? Response: HUD conducted site inspections for 65 training events. These events were local as well as outside of the Washington Metro Area. Site inspections were conducted by Headquarters and Field Training Academy staff. Once the sites were inspected, several of the sites were used to conduct multiple HUD training events. Question 7. How many local HUD offices are supported by OTA and where are these offices located? Response: This requirement supports all offices at HUD Headquarters located at 451 Seventh Street, SW, Washington, DC. Question 8. What are the "other services" that the contractor may be required to provide when facilitating the training activity? Response: Each individual task order will identify the services required. Question 9. What types of "incidental needs" will HUD require for meeting space accommodations? Response: For evaluation purposes only, each offeror must provide costs for the entire training sessions including all associated cost in the three sample sites. Also, see Amendment No. 1 dated July 25, 2001 to the solicitation. Question 10. What is the length of the training sessions that the contractor will be requested to Facilitate? Response: Each training session may have different time requirement. Question 11. Over the last two years, how many of these training sessions requiring facilitation, were held at out of state locations? Response: Approximately 105. Question 12. Are all of the training materials kept at HUD's headquarters office? Response: Yes. The materials are maintained by the Program Office until they are sent to the printer. Question 13. Although the contractor must contract with meeting space vendors, if the contractor approves the meeting space vendors' invoices, will HUD allow the vendors to bill HUD directly? Response: No. The task order shall cover all costs associated with the specific training session. Question 14. What is the anticipated number of site inspections each year and how many of them will require traveling to states outside of the Washington metropolitan area? Response: HUD envisions awarding an Indefinite Delivery Indefinite Quantity Contract with a minimum of five training sessions and maximum of 100 training sessions. It is unknown the total number of training sessions that will be held either within the Washington, DC metropolitan area or outside the local area. Question 15. The length of the proposal addressing the technical factors is limited to ten (10) pages, excluding resumes, the Certifications, and the Pricing. For purposes of determining page limitation, does the term "Pricing" include all narrative, as well as pricing information, contained within our response to the three (3) Sample Task Orders? Response: Yes. Question 16. Is any narrative addressing Prior Experience, Past Performance, and Organizational Capability exempt from the ten (10) page limit? Response: No. Question 17. Is any narrative addressing Special Requirements and Deliverables exempt from the ten (10) page limit? Response: No. Question 18. Are any organizational aides, such as Contents pages, Cover Pages, and pages separating sections exempt from the page limit? Response: No. Question 19. If we include any Exhibits in our narrative of the Work Requirement Tasks, may these Exhibits be exempt from the page limit? Response: No. Question 20. Please confirm that the closing date for proposals under this RFP is August 10, 2001. Response: Amendment No. 1 dated July 25, 2001 provides clarification to the closing date (August 10, 2001). Question 21. The RFP does not require separation of technical and financial proposals. May we assume that our proposal may be contained in one document? Response: The solicitation requires the Offeror's cost proposal must be submitted in a separately bounded document.
