Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Commerce Business Daily Note 1 applies to this requirement. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 97-27. The applicable NAICS code for this requirement is 524127. The applicable size standard is $5 million. Provisions 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Provision 52.212-2, Evaluation -Commercial Items, is also applicable to this acquisition. Offers will be evaluated on proposed schedule and price. Past performance will be considered through a reference check. Offerors must also include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items which can be obtained at http://www.arnet.gov/far. Clause 52.212-4, Contract Terms and Conditions -- Commercial Items is applicable. FAR 52.219-1, Small Business Program Representations and 52.219-6, Notice of Small Business Set Aside is applicable. The Government is seeking preliminary Title Reports for approximately 75 parcels and 25 landowners in Merced County, CA and approximately 340 parcels and 140 landowners in Fresno County CA. Offers should identify a rate or cost for the Preliminary Title work on a per parcel or per owner basis and a time period for doing the Preliminary Title Work assuming award with 5 days of closing. Offers for part of the work, rather than all of the project, will be considered. Two awards, one for Fresno County and one for Merced County are anticipated but not mandatory. More or fewer awards will be made depending on what is deemed in the best interest of the Government based on price and schedule. Offerors shall also provide a rate or pricing structure for subsequent Final Title Insurance and a subsequent separate solicitation for effort is not anticipated.
