Description

The National Institute of Standards and Technical (NIST) intends to enter into a sole source contract with Dr. Bruce F. Field under the authority of 41 U.S.C. 253 (c) (1) -- Only One Responsible Source. This procurement is to provide management support and liaison to the Visiting Committee on Advanced Technology (VCAT) members and NIST management through organization, coordination and attendance at meetings; preparation of reports and briefings to NIST management and Department of Commerce officials. Dr. Field is uniquely qualified to perform this requirement based on his in-depth knowledge of the activities of federally managed advisory committees assigned oversight responsibilities for designated agencies. He is thoroughly knowledgeable of the organizational structure of NIST and is technically trained on the scientific and technical issues of the research community at NIST. Dr. Field has had prior experience in fulfilling the required duties and responsibilities of this position. The Government anticipates the award of a firm-fixed price purchase order on or about August 10, 2001. The proposed requirement is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.106 (1)(b). Interested persons may identify their interest and capability to respond to the requirements. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A Request for Quotation (RFQ) is not available.
