Description
This notice is being published to provide the correct phone number for the Defense Logistics Services Center in Battle Creek, MI. THIS IS A SOURCES SOUGHT/REQUEST FOR INFORMATION ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The Materiel Systems Group, Wright-Patterson Air Force Base, Ohio is conducting market research to seek qualified sources for a follow-on to the current Maintenance Planning and Execution (MP&E) Program currently scheduled to end 31December 2001. The follow-on will include sustainment of the current version with incremental block releases, maintaining a Help Desk and modernizing MP&E with incremental releases to accomplish full Global Combat Support System- Air Force (GCSS-AF) compliance while continuing to meet Defense Information Infrastructure Common Operating Environment (DII-COE), System Security Authorization Agreement (SSAA) security, Operational Safety, Suitability and Effectiveness (OSS&E) and Command, Control, Communications, Computers, and Intelligence Support Plan (C4ISP) requirements. MP&E is a joint system used by both the Air Force Material Command and Marine Corps that runs in a mid-tier environment. Information is exchanged between the user's terminal and server via Windows NT Terminal Server application software. The database servers are running on a HP-UNIX mid-tier platform using Oracle 8i Relational Database Management. Servers are located at three Air Force Logistic Centers (ALCs): Tinker AFB, Oklahoma City, OK (OC-ALC), Hill AFB, Ogden, UT (OO-ALC), and Warner-Robins AFB, GA (WR-ALC), and one Marine Corps site: Marine Corps Logistics Base, Albany, GA (MCLB). We have remote users at Peterson AFB (logs into OO-ALC), Aerospace Maintenance and Regeneration Center (AMARC) (logs into OC-ALC), and Barstow California (logs into Albany). The Maintenance Planning and Execution System provides Repair Program Managers with a standard system for performing the actions associated with planning for the maintenance of repairable items. This application provides a common system for programming repair requirements, breaking out maintenance workloads among organic, interservice and contract sources of repair; and providing management of the maintenance programs. MP&E also houses cost and scheduling data used by system managers and repair program managers to manage maintenance and modification programs that impact the operational capability of workloads, flow time, budget estimates, manpower and facility requirements for aircraft and missiles. In addition, MP&E has an Information Delivery Facility (IDF) where ad hoc queries and reports are developed by the user. All sources capable of providing these services are being sought. Under the resultant contract, individual orders addressing discrete technical tasks and contract data requirements will be issued. Any information submitted is strictly voluntary. The Government will not pay for any information submitted in response to this request. The projected period of performance will be 5 years from date of award. Responsible sources may submit their written statement of interest and capabilities (include business size classification, whether CMM Level 2 certified, and type of GSA federal supply schedule held, if any). Due to the amount of data which may potentially be provided with any Request for Proposals interested sources should indicate whether their firm has access to .mil URLs, and ERWin 3.0/3.5.2 and B-Liner 98 software. This acquisition may involve data that are subject to export control laws and regulations. A foreign disclosure review of the technical data has not yet been accomplished. If the review determines that data are subject to export controls, only contractors who are registered and certified with the Defense Logistics Services Center (DLSC) shall be provided copies of the solicitation or other data subject to foreign disclosure restrictions. You must submit a copy of your approved DD Form 2345, Military Critical Technical Data Agreement, with your statement of interest and capabilities. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during proposal development. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, and recommendations to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired. The Ombudsman does not evaluate proposals or participate in source selection process.
