- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation (RFQ) will not be issued.. The solicitation is being issued as a Request for Quotation (RFQ) and the solicitation number is XQB266. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The North American Industry Classification System (NAICS) Code 332312, which has a size standard of 500 employees to qualify as a small business, is applicable. This procurement is 100% small business set-aside. A firm, fixed-price purchase order is anticipated to result from the award of this solicitation. This procurement is for a greenhouse for culturing aquatic plants and animals. Specific requirements are: 1) Kind of Material: Structure shall be made from anodized aluminum, stainless steel, or other non-corrosive source. All fasteners, joints, washers, extrusions, etc., shall be made from the same or compatible material as the main structure. Sides and roof shall be a double layer opalescent cladding or equivalent, 6 mm minimum. Contractor shall provide a commercial grade, tear-resistant ground cover and associated ground fasteners. 2) Electrical Data: Provide standard receptacles, heater, and fan service per NEC code. 3) Dimensions, size or capacity: Approximately 30 X 90', with minimum wall height of 8' and a low profile roof. 4) Principles of Operation: Allows maximum growth light and semi-controlled temperature to culture aquatic plants, and marine animals. The EPA will be responsible for providing electricity, domestic water, seawater, and drainage to and from the greenhouse. 5) Restrictive Environmental Conditions: All materials must be compatible with a harsh, salty, corrosive, humid environment. Ambient air temperature ranges from 15 F to 105 F. Design for 90 MPH wind load. 6) Other pertinent information: The Contractor shall provide 2 properly sized, built-in fans strategically located for blow-thru circulation. The contractor shall provide a properly sized evaporating cooling pad system (water walls) for the greenhouse. The contractor shall supply sufficient heating for the entire greenhouse (See temperature range above). One end of the greenhouse shall have sliding track doors producing an opening 8 feet wide by the wall height. The other end will have a standard (6') double door. The greenhouse shall be designed with a minimum 90 mph wind load. The Contractor shall provide roll-up curtains and mechanisms on both sides of the greenhouse. The EPA will prepare the site and provide electricity and plumbing to the sight. Contractor price shall include shipping, handling, and assembly. Delivery shall be fob destination to EPA Gulf Ecology Division, 1 Sabine Island Drive, Gulf Breeze, Florida 32561. All work shall be completed within 30 calendar days after receipt of order. Award will be made to the lowest priced offeror meeting all the requirements. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors -- Commercial Items.
