Description
The National Institute of Standards and Technology (NIST) intends to enter into a sole source purchase order with Portraits, Inc. of New York, New York under the authority of 41 U.S.C. 253(c)(1) -- Only one responsible source and no other type of services will satisfy agency requirements. This order requires the commissioning of a portrait for a former Director of NIST. Portraits Inc., and specifically Mr. Daniel Adel, is uniquely qualified to provide this service because of Mr. Adel's artistic technique and style in composition capture the essence of the subject matter in both form and simplicity. In addition, the artist's composition, brushwork, lighting, and posing of the subject matter for composition in the oil medium are also similar in finished product to existing portraits in the NIST gallery of former Directors. The Government anticipates the award of a firm-fixed priced purchase order. The required period of performance is from the effective date of purchase order award (FOB Destination -- Gaithersburg, MD) through December 31, 2001. The proposed requirement is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.106. Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotations. However, the government will consider all quotations received by July 20. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A Request for Quotation (RFQ) package is not available.
