Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures with Packard Bioscience Company, 800 Research Parkway Meriden, CT 06450 for the acquisition of Cyclone Storage Phosphor System. The system has equipment design features that are specific & unique to Packard Bioscience Company., Cyclone Phosphor System. In order to meet the requirements of our laboratory, the system must have all of the technical specifications shown below.(1) Allow high performance, solid state red laser to focus to less than 50 microns within a helical scanning system.(2) Possess confocal light collection optics to optimize the capture of emitted light from the screen for high sensitivity.(3) Possess a photomultiplier tube to enable precise detection of the lowest activity captured by the phosphor screen.(4) Allow for 16-bit analog to digital conversion to generate precise quantitation of image data.(5) Provide high speed digital signal processing such that signal to noise is reduced and allowing for yields greater than 16-bit signal resolution. (6) Provide for automatic, continuous laser and electronic stabilization to ensure consistent performance.(7) Allow the operator to select 4 scan resolutions; 150 dpi, 200 dpi, 300 dpi, and 600 dpi.(8) Capture the scan image using helical scanning mechanism which rotates the screen past the stationery laser and optics. (9) Maintain a constant feedback loop at 360 revolutions per minute.(10) Have a potential image surface area of 37 cm x 43 cm or greater with stitching, and 12.5 cm x 43 cm without stitching. (11) Possess front panel light indicators to monitor scan progress as observed by operator. (12) Must possess complete regulatory compliance certification to include, UL, CSA, TUV, FCC, and CE approvals.(13) Uses SCSI interface between computer and scanning electronics to enable scan control, automatic file transfer and rapid data throughput.(14) Utilize a scan chamber designed as a drum to accommodate variable length phosphor screens.(15) Provide for wide linear dynamic range by utilizing a 16-bit square root TIFF file format. (16) The operator must be able to access high resolution 256-color image display controls to manipulate grey scale and pseudocolor images. (17) Must possess Windows NT operating system. (18) Must have an ethernet card for networking. (19) System to include OptiQuant software for image acquisition, analysis, display and archiving as well as QuantArray TM software for gene analysis to include these features; spot design; auto spot finding with auto adjustable grid; multiple quantitation methods; graphical displays and annotation; gene database and data export features; up to 4 color display; protocol and pattern wizards; automatic and integrated batch processing. The EPA has identified Packard Bioscience, Co. the only firm with the required technical specifications i.e. FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy Agency requirements".
