Description

The USDA, Agricultural Research Service, National Center for Agricultural Research Utilization, Peoria, IL has the requirement for the purchase of a High Performance Digital NMR Spectrometer, Bruker Instruments Model Avance 300. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Award of this solicitation is contingent upon the availability of appropriated funds (See FAR Clause 52.232-18, Availability of Funds). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. 5114-1-2009 is issued as a Request for Proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fourteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to complete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NAICS Code is 339111 with a corresponding size standard of 500 employees applies to qualify as a small business.
