- Description
- The Department of Justice requests a detailed cost proposal to provide all labor, equipment, materials and supervision necessary for certain modifications to Building 69 at the U.S. Border Patrol Satellite Training Academy at Charleston, South Carolina. Building 69 is a small utility building housing two boilers that serve the Academy, and is located at Vesole Street between Bainbridge Avenue and Bordelon Avenue on the former Charleston Navy Base . The scope of work for this project includes demolition of part of the exterior wall and installation of two roll up doors to provide easy access to the building and maintenance of the equipment housed within. This project also includes installation of a curb cut and driveway. The existing building is steel post and beam construction with concrete masonry and brick veneer non-bearing walls, and has a flat roof which was replaced within the last 18 months. Although hazardous materials (asbestos and lead paint) currently are present on site, they shall be removed by others prior to the commencement of this project, so that the contractor shall not be responsible for their abatement. All modifications required to Building 69 and its associated site work shall be constructed in accordance with the drawings and specification supplied by the Department of Justice. The contractor shall be responsible for providing a building permit as required from the City of North Charleston, as well as all other necessary permits and fees associated with these modifications. All work must be coordinated by the contractor with the US Border Patrol Academy administration and shall not interfere with its training operations. The work shall be performed during normal business hours unless otherwise required. Any required off-hours work must be approved in advance by the Contracting Officer's Technical Representative, Mr. K. Lamonte John. A mandatory pre-bid site walk-through meeting will be held at 9:00 a..m. on Thursday, September 13, 2001, at the project site. Please contact Mr. John to register for attendance. Drawings and specifications are available prior to the required pre-bid site meeting upon request. Any questions concerning the requirements of this project should be submitted in writing to Mr. John. Those questions and any questions presented at the walk through will be documented and answered and faxed to all prospective bidders requesting a bid package. Final bid proposals are due to Mr. John via mail or fax by close of business on Friday, September 28, 2001. The Department of Justice intends to issue a Notice to Proceed on or about October 15, 2001. Selection and award of this procurement will be based on the best value to the Government, including price and other factors. The evaluation criteria will include: (1) Plan of Accomplishment, (2) Proposed project completion date, and (3) Price. Award under this solicitation is set aside for small business as described by FAR 52.219-6; the successful bidder may be required to provide documentation confirming eligibility as a small business concern. However, all interested parties are encouraged to submit quotes to be considered in the event that no small business concerns are responsive to this solicitation.*****
