- Description
- The National Institute of Standards and Technology (NIST) has a requirement for a Quality Assurance Manager for it's $170 million Advanced Measurement Laboratory (AML) project. It is the Government's intent to negotiate with James V. Bartlett, Gaithersburg, Maryland. Mr. Bartlett, while employed by the U.S. Government, was a member of an AML Advisory Board which advised NIST management on the acquisition strategy for the AML and he was a proactive member of the source selection committee and provided invaluable services and insight into the procurement of the $170 million AML construction project. Mr. Bartlett's knowledge of the AML design and experience, gained during the advisory and procurement phases of the AML project, qualify him with unique and specific knowledge of the AML. Mr. Bartlett is the only known source that will meet the Government's needs for this project, due to his experience with the federal construction industry and federal Government construction contracting. Mr. Bartlett has a wide variety of experience in the quality assurance field, having been the equivalent of a COTR for over 50 separate construction projects in CONUS and overseas; managed military construction forces in a combat zone; directed project management for a $1.5 billion program to construct a new submarine base; personally prepared plans and specifications for construction projects; was responsible for the project/program management of construction programs from $500 million to over $1 billion annually for over 10 years; and created new databases and reporting systems which allowed comprehensive management of various construction programs to achieve the government's objectives. He has resolved complex construction issues involving cost, time, engineering solutions, work-arounds, interpretations of contract law and regulations and resolution of Agency and Congress intent for over 20 years, and has the requisite acquisition and contract administration knowledge necessary for the quality assurance of the AML construction project. He has worked with over 80 government agencies and private sector owners and contractors in the Construction Industry Institute developing best practices for construction. Mr. Bartlett is trained in Contract Administration, Conflict Resolution, Problem Solving, Negotiation Techniques, Innovation, and Facilitation; and is a registered Professional Engineer. The period of performance for this requirement is for twelve months with two twelve- month options to renew. See Number Note 22 and 26. Mr. Bartlett is the only responsible source that can satisfy the agency's requirements.
