Description
The National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR) Atmospheric Sciences Modeling Division (ASMD) is issuing notice of intent to negotiate a sole source procurement with the MCNC Environmental Programs Division at the North Carolina Supercomputing Center to run advanced gridded numerical meteorological, emissions, and air quality simulation models to provide daily ozone forecasts for the Houston/Galveston metropolitan area; Charlotte, NC metropolitan area; state of New Hampshire; and east Tennessee/Smoky Mountain region. Throughout the forecasting period and for each specified geographical location, the contractor shall provide two (2) forecasts per day. Image transmission will use existing internet links, such as ftp, from the contractor to the NOAA web site. The contractor shall provide consultation on methods and computer algorithms that may be useful for subsequent ozone forecast evaluation of the air quality model results. The deliverables shall be as follows: gridded maps of each meteorological, emissions and air quality forecast domain to be used during the forecast period; real-time ozone forecast maps generated from air quality computer simulations for peak 1-hr and 8-hr average ozone concentrations for each day of the forecasting period for each geographical area; and electronic computer files containing the digital ozone forecast gridded data for each forecast (00Z and 12 Z) for each geographical area, for each day during the forecasting period. The period of performance shall be six months from the effective date of contract award. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by August 17, 2001. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.=20
